As we discussed, it would be most helpful to have a copy of your

prior to their recent investment.
Delaware’s Governor Jack Markell is committed to ensuring
that Delaware is the best place for business growth and prosperity! He
launched his efforts early in his administration with the appointment of
several key business leaders to serve in his Cabinet, specifically our Director
of Economic Development Alan Levin. Mr. Levin is an attorney who
previously took over and grew his family business, Happy Harry’s Pharmacy
into a regional enterprise that ultimately merged with Walgreens. Under
Alan’s leadership, our agency has reorganized to provide more focused effort
on timely and effective response to the needs of the business community.

To further emphasize Governor Markell’s commitment to
maximizing business opportunities, he announced the appointment of an Economic
Ombudsman from within his staff to provide additional support for the business
community, “Delaware enjoys a strategic advantage over other states in
this dynamic and challenging economic environment. With our close-knit
business, government, and educational communities and our potential to respond
quickly to new opportunities, we are truly a state of neighbors,” Markell
said. “We can, and must, use that advantage to move more quickly, act
more decisively and work more collaboratively to create and retain critical
jobs. The Economic Ombudsman will help us drive job growth by ensuring we are
all headed in the same direction – forward.”

It is vital in a democratic society that public business be
performed in an open and public manner so that our citizens shall have the
opportunity to observe the performance of public officials and to monitor the
decisions that are made by such officials in formulating and executing public
policy; and further, it is vital that citizens have easy access to public
records in order that the society remain free and democratic. Toward these
ends, and to further the accountability of government to the citizens of this
State, this chapter is adopted, and shall be construed.

information is stored, recorded or reproduced. For purposes of this chapter,
the following records shall not be deemed public:
(1) Any personnel, medical or pupil file, the disclosure of
which would constitute an invasion of personal privacy, under this legislation
or under any State or federal law as it relates to personal privacy;
(2) Trade secrets and commercial or financial information
obtained from a person which is of a privileged or confidential nature;

(g) No state employee, state officer or honorary state official
shall, beyond the scope of such public position, disclose confidential
information gained by reason of such public position nor shall such official
otherwise use such information for personal gain or benefit.
