See below.

FYI, as I understand it, the Holling Library Opening is Friday and he's committed to that obviously.  He indicated wanting to stay down and play golf (not sure to hang out with Hollings or separately).  On that following Monday he leaves for the National Parks.   Danny is aware of the Hollings thing and realizes it is not going to be moved and said to me without me saying anything ("he's probably going to want to stay down and play golf, right?").  Anyway, Solomont will raise with you and JRB tomorrow be prepared.

Please see the revised request I just sent in to the Vice President’s office. Any chance you could forward it to Hunter? Ambassador Solomont was in yesterday and will be broaching the matter with the Vice President when they meet in Madrid later this week.
Danny.

Greetings and, in advance, thanks for your consideration of the following.

You may have seen a letter from Senator Menendez to Vice President Biden inviting him to speak at the U.S.-Spain Council’s annual forum here in Washington, DC in July. The invitation was for the Vice President to deliver the keynote address at the forum’s opening dinner on Friday evening, July 23rd, at the Department of State. Based on the OVP-Scheduling response below, the Vice President’s participation in the Friday evening dinner will not be possible.

If Friday night is not a possibility, would the Vice President be able to consider delivering remarks at the forum’s lunch on Saturday, the dinner on Saturday evening or at the closing lunch on Sunday? The Senator would greatly appreciate the Vice President’s participation in any of the gatherings but I want to highlight the dinner for your consideration; it promises to be an impressive affair as it will be held in Statuary Hall in the Capitol. All of the alternative speaking opportunities will include attendance by the Spanish Foreign Minister and several Spanish cabinet secretaries, senior Obama administration officials, leading executives from U.S. companies such as Coca-Cola, Pfizer, Walmart and top business leaders from Spain’s largest companies and financial institutions. Right now, the times for these alternative speaking options are approximately: 1:00 p.m. Saturday for the lunch; 8:00 p.m. Saturday for the dinner in Statuary Hall; and 12:00 noon Sunday for the closing lunch.

I hope you will run this modified request back through your scheduling process. From the Spanish foreign minister to many CEO’s of the Council’s member companies, the Senator and I have heard many appeals for Vice President Biden’s participation.

Again, thanks for taking another look at this invitation.

Sincerely,

Danny O’Brien

Dear Senator Menendez and Mr. O’Brien,

Thank you for inviting Vice President Biden to keynote the United States – Spain Council’s Annual Forum on July 23-25, 2010.

Vice President Biden values each and every invitation he receives.  The constraints of his schedule, however and the volume of requests are such that the majority must be declined.  It is with sincere regret that the Vice President will be unable to keynote the forum.

Thank you for your interest in including the Vice President in your plans, and we appreciate your understanding.

Sincerely,

The Office of the Vice President
Office of Scheduling

Please note that for each inquiry or invitation, the Office of the Vice President considers not only the stated request but also the possibility of additional forms of Vice Presidential or White House involvement.  This includes, but is not limited to, greetings, messages, proclamations, videos, and the attendance of the President, First Lady, Dr. Jill Biden, or White House staff at an event or meeting.  Replies to this email regarding additional or alternative requests or reconsideration cannot be answered.
