We want to know if the following change to the third paragraph in Hunter’s column for HNTB’s InTransit is acceptable. The suggested change is highlighted:

A national high-speed rail network could be to our 21^st century economy what the Interstate Highway System was to the 20^th century economy. Everyone talks about growing the economy. What we really need is to create an economic system in which the middle class HAS THE OPPORTUNITY TO HAVE A SUSTAINBLE FUTURE. High-speed rail is the key to such a system.

Hunter’s former statement sounded like the middle class was not a major player now. I don’t think he meant to imply that.
