Any word from Boardman or anyone at Amtrak as to whether they would still consider Frank for anything meaningful?  In addition, he intends to submit a resume pursuant to the NE HSR Commission executive director posting that was made public last week.  However, the posting lists a college degree as a requirement.  Frank does not have a college degree.  I told him I thought that provisions like that are routinely waived for candidates with his experience.  If they want you, they make an exception.  Any reason to believe the lack of a college degree is an automatic DQ for him?
