The World Bank has a program which I think I emailed you about StAR (Stolen Asset Recovery). The short version is that if any country asks them for assitance they have to help, and more importantly, pay for it.

So a scenario for our group would be to take a country (maybe Liberia) where we know they have problems, approach them through our mutual contacts, explain what we do (site the UN, Liberia, Afghanistan) and endeavor to have them write a letter to the World Bank. We take the letter back and they will fund it. No money raised, no costs other than our time.

We can build slowly and bring Jay in as we build our internal capacity.

Let me know if you are going to be in the Middle East or Europe soon as I am do for a little R and R. Phil Kenny says that he is pushing ahead on KSA and is going to hire you if he locks it in..

Whats the success rate of recovery?  For instance what should we expect to recover of the 14mm Euros in Serbia- 10%, 50% 90% etc...  How long a process should be expected- 1 year, 5 years etc...per project.  I want to get this started right away.  Whom should I be laying the ground work with?  IMF, World Bank, Ambassadors?
