Subject: updated draft -- OCC oped

Attached draft incorporates changes from Beau and Ian. Removed Fannie/Freddie reference, added two small parts:
1) they are there to ensure survival/health of banks, so this move is logical (which is why it's impt the AGs do what they're doing)
2) Line at the end about how economists say america will recover when housing recovers -- which won't happen til we shed the burden of foreclosures.

If Beau is OK, please forward to Miller.
