Fwd: Fw: NEC Coalition and Financial Interests
See below. Interesting point from Peter on setting up private

I support this suggestions. However, I would want one more call where
we identify who will contact who specifically and by when and any
other details flushed out. Jeff Parker will set it up and he and I
will attach our thoughts as to who will contact who and who will be
included in this first pass. John

All: I am in the air today and wont be able to attend the NEC HSR
Call today. However below are some thoughts for your consideration:
1. I read the draft of Jeff’s Coalition White Paper and think
it is Good To Go. As discussed, last week I think we are ready to
outreach to our sister firms and set up some “back room” meetings to
roll out Coalition Concept and begin the process to generate some seed
funding. Given the current state of affairs with federal funding,
timing is of the essence and now is the time to rally the industry.
ACTION: I recommend that I contact my national counterparts at PB;
URS; AECOM; HDR; HMM and John contact Gannett Fleming as an initial
“test the waters” group. We can plan a meeting either during the
Practicum on early May in Baltimore, MD or earlier if possible. I
assume what we provide at the meeting is an Exec Summary of the White
Paper.
2. Over the last three days as part of the Kiewit/Granite DB
Team pursuing the CAHSR $6B DB contracts, I have represented HNTB in
one to one meetings between the Kiewit/Granite Team and over 15 other
firms, suppliers; investment advisors and banks; operators;
concessionaires, interested in forming potential P3 Consortiums for
the next phase of the CAHSR. The objectives of these meetings were in
part an early teaming discussion and in part intel gathering. It was
very informative about the status and hunger of the industry for
private investment in HSR. As part of those meetings, I was able to
have several side-bar 1 to 1 discussions with many of these
representatives and suggested that we do the same without
Kiewit/Granite focused on NEC. My suggestion, is that we select a few
representative companies to have 1 to 1 sessions with HNTB to discuss
private financing options, interests, and hunger for the NEC.
Initially, my suggestion would be to invite, Goldman Sachs; Meridian;
and Maquerie to these discussions, since they gave me indication they
would be interested. Ultimately, these firms may be interested in
participating in the Coalition above, but more directly we can further
enhance our leadership position by gaining knowledge and relationships
with these firms early in helping to develop a private financing
solution for the NEC. This is particularly relevant given the current
political and funding environment.
ACTION: I recommend that I work with Brad to develop a short list of
firms and schedule a series of 1 to 1 meetings in the next weeks to
discuss our interests; teaming opportunities; Coalition development;
and intel gathering.
I would appreciate your feedback on these ideas and concurrence to
move forward with actions suggested above.
