I agree with you. Something must be done. I have to admit that I am not a big fan of the town hall meeting format. They seem pretty impotent to me and are so unpredictable. Some crazy lady could stand up and the story could be 100% different that what you've intended or hoped for (note: Mike Castle and the beginning of the birther movement) 

If you have a press conference, I think you need to announce something. The moms are certainly compelling, but I wouldn't just get up and ask for help from the community -- make that part of your event, but not the whole thrust of it. Maybe you borrow some of the best practices from the other cities ala Charlie Butler's email -- making it easier/safer for people to cooperate.   That seems to be the biggest issue -- how do you break through that no snitching mentality.   

Have you given any more thought to a MET team?  I remember doing it twice when your dad was in office and the outcomes were temporary, but impressive. 

Lastly, I wouldn't worry about  being blamed for the murder numbers. I would rather you be faulted for trying something that didn't work than not trying something at all.
