Mandatory abuse reporting law needed nationwide?

…Delaware has a mandatory reporting law. The state's attorney general, Beau Biden, explained on "The Early Show" Monday that hid state's "mandatory reporting law ... says, if you reasonably expect a child is being abused or neglected, you have a mandatory duty to report it to law enforcement." Biden says a law should be put in place nationwide making it mandatory for people to report abuse or neglect. He said, "That should be the law in the land, and as the attorney general of Delaware, I recommend that (every) state have a similar law. I think about 17 other states have a strict law like that. And if you do, I think you go a long way to making sure you shine a bright light onto child abuse and neglect."

Foreclosed Homeowners Could Receive Small Checks Under Big Bank Settlement

Foreclosed borrowers abused by their lenders won't get their homes back, but they could get a little cash from a settlement under negotiation between state officials, the Obama administration, and the nation's biggest banks. A coalition of attorneys general led by Iowa AG Tom Miller and federal housing chief Shaun Donovan is currently pushing for a $25 billion settlement with Bank of America, JPMorgan Chase, Wells Fargo, Citibank, and Ally Financial (formerly known as GMAC). At issue is bad mortgage servicing and fraudulent foreclosure paperwork. Attorneys General Eric Schneiderman of New York and Beau Biden of Delaware have warned Miller's focus is too narrow and the deal would let banks off the hook for too much wrongdoing. In August, Schneiderman and Biden broke off from the talks; they are now pursuing their own investigations.

… Attorney General Schneiderman and Delaware Attorney General Beau Biden recently decided to launch investigations into whether banks handled mortgages and foreclosures improperly prior to the financial crisis. The Attorney General explained to “Marketplace” that he started the investigation because prior inquiries only focused on conduct at the banks after the financial collapse. “The banks have been demanding releases for other conduct — for things that haven’t been investigated. And Beau and I and some other A.G.s have said we’re not giving releases for things that haven’t been fully investigated, we’re not giving releases for things that really aren’t the subject of the discussions underway,” Attorney General Schneiderman said.

'Miscommunication' allegedly led to baby's death

The 19-year-old Wilmington mother who was charged with felony endangering in the death of her 3-month-old son Friday apparently left the child unattended because she wanted to catch her boyfriend in the act of cheating on her, according to court papers. And while Jaqueline Figueroa was out discovering that it was a "miscommunication" and her boyfriend had not been unfaithful, Wilmington police said, th e baby boy she left alone sleeping face-down in an adult-sized bed suffocated.

Dover teen faces murder charge

Police are investigating a pair of unrelated homicides that took place late Friday into Saturday, one in Wilmington and one in Camden where an arrest was made. Aaron L. Johnson, 17, of Dover turned himself in to police Saturday evening and was charged with first-degree murder, second-degree assault and two weapons counts in the stabbing death of Tevin R. Perry, 20.

Police: Man, 19, choked girlfriend

New Castle County police arrested a 19-year-old man Sunday and charged him with strangulation and other offenses after he allegedly attacked his girlfriend and barricaded himself with three children inside an apartment near New Castle. Iran Willis, of the unit block of Villas Drive in the Villas Apartments complex, was taken into custody at about 5 a.m. after police K-9 Monty was sent into the bedroom Willis had locked himself in and grabbed him by the leg.

Blogger's bail hearing next week

Polarizing political blogger Art Gallagher, who was arrested on a fugitive-from-justice warrant from Delaware last month, is out of jail on bail and intends to appear in Delaware next week for a bail hearing, his lawyer said… All activities are on hiatus until the charges against him in Delaware are resolved, Gallagher said in an interview Thursday.

Opponents rally against Del. gas drilling proposal

Environmentalists and other opponents are asking Gov. Jack Markell to vote against regulations that would allow a controversial gas drilling method in the Delaware River Basin. Markell is a member of the Delaware River Basin Commission, which will vote next week on whether to allow the drilling process known as fracking to extract natural gas.
