Good evening.
We can report to Paul that I met this Saturday and Sunday in New Orleans at their request with a Chinese group that includes the father of the boy that lived with Linda and me for four years while he went to high school. The group owns:
51% of Moodys in China
The Chase Manhattan building in New York
A majority of Club Med
The largest Chinese investment bank in China (in which I have a very small interest)
Large real estate holdings in China
Steel mill
The largest private holding company in China - $50 billion
They recently invested $300 million in a leading private US biotech company
Large ownership and management of China's largest insurance company - $100 billion in assets at this time and projected to double in less than 10 years and interested in energy investments in the US
I have known a number of them intimately since before 2000 when I was operating in China and they were starting their businesses. Generally they are part of the first generation in China to go to university after the cultural revolution/ Linda and I were hosted by them in Beijing in June 2006. The student's parents then spent two weeks taking us on a tour if China and Hong Kong where me met again with various members of the group.
They asked me to meet them last November, which I did, to discuss their future plans in the US.
Their objective is to make investments in the US
One of them has moved full time to New York to permanently head up the effort. His son graduates from Columbia in May and will join him. The son who lived with Linda and me lives and works in New York now with Moodys and also will be personally involved (his father is the owner of the 51% of Moodys China.
They wish to invest in the oil and gas business in the US.
They asked me to join them because of my being known in China as the first foreigner to do business in China with CNPC (starting in 1987) and their consideration of me as "family" because one of their children lived with us for four years.
I told them that I could not join them because I am already building an oil and gas company, but that I would like them to invest in the company and join me as large stockholders.
I spent from 11 am till 6 pm on Saturday and from 10 am to 2:30 pm on Sunday going through our business plan and what we own.
They made a couple of proposals
I told them I would get back to them this week with further suggestions.
They would like to have a plan in place by May 22 as they will go back to China to talk to all the group about an investment with us/
I plan to complete the $15 million investment that we are doing now and about which we have spoken to Paul and Dan and at the same time go forward with discussions with the Chinese group. It is undoubtedly a real opportunity because of the relationships. They will invest in the energy business in the US, the question being whether it will be with us.
I feel the next step should be to have an initial telephone conversation with Mr. Biden to see if he has an interest in what we are doing
I believe the above outlines the situation fairly and fully as the basis for an initial conversation.
I am going back to New Orleans tomorrow to meet another group. I am also providing several groups considering the $15 million investment with additional requested information. One of the groups is headed by Rod Thomson whose resume I gave you.
Let's talk in the morning if that works for you.
Have to get back to the information furnishing this evening because of having to go to New Orleans again tomorrow.

Richard, the relationships with this group is based on intimate family relationships that would be deeply offended if anyone sees the letter. Please do not share. After today's meetings I may be able to discuss the situation more openly.
They have not talked to anyone else to this point and if someone sees this and then approaches them it would almost certainly damage our chance of doing business with them.
