Dear Heather,

Following our previous communications and my analysis of the documents provided, and following my pre-discussion internally and with Devon, I would like to share with you some of my additional thoughts and concerns, before we proceed with our engagements and next steps.

First of all, the memo drafted for us by the ML Strategies describes the scope of their activities within the initial engagement month. Among the results of their work, they mention a number of meetings conducted with the members of Congress and some other US officials. The issue that I would like to raise here is a need to create certain indicators or so-called yardsticks upon which the results of their work on our part could be measured. 

From what I understood from their memo, participating in such meetings itself should be regarded as our target. With this in mind, it raises a following question: first and foremost, what is the actual result/benefit for the Burisma company? What criteria were used for choosing these very Congressmen and Senators and not the others. And again what are the implications/results for Burisma today and tomorrow? These issues I believe have to be addressed before we move to our next engagement period.

Talking about our future engagements, once again following my thoughts outlined above clear-cur targets and indicators should be placed. against which we'll be measuring the efficiency of work done for us by the ML Strategies. 

Moreover, a list of vis-a-vis for the meetings, the number of people participating in them and criteria based on which they are chosen need to be clear, and ultimately the specifics of tasks to be achieved as a result of these meetings in order to determine their effectiveness.

In terms of the financial part of our engagement, in the last email as one of the options you suggested the amount totaling $20 ths per month for the ML Strategies services. Please, provide us with the rationale behind this.

Concerning the further engagement with the FTI, in order to properly analyze what has been done I would like to concentrate on the real results and effectiveness. My current understanding is that a lot of background work has been conducted and a number of documents were drafted, but I would like to get a report highlighting the actual results that must have been achieved.

As to the future engagement, a suggested communications plan contains what I would call a framework for tasks, but not an actual concrete plan of communicating those messages within a specific time-frame needed to convey them. The way I understand our future communications plan for now, is that the content of any further communications (interviews/ op-eds/press releases/corporate statements), the list of instruments to do so is are yet to be defined and, so are the targets and indicators to measure the effectiveness, incl. timing.

From the financial point of view, I would also like to discuss the amount of payments within a concrete time-frame since following the suggested communications plan a lot of things require extra financing.

Bearing in mind all of the above, I would like to say in clear terms that we're ready and looking forward to working together.  My concerns raised above are only based on my desire to define all the aspects of our relations.

And off the record, I fully realize that the major point that needs to be reconciled between our sides is the difference in perception and expectations which comes from our fairly different outlooks and backgrounds.

However, I truly hope that with the help of your experience working with various counterparts from our part of the world we'll manage to develop a strong and ongoing formula for our relations.
