Vadym,

Thanks for sharing the info about these newest legislative initiatives which could cause even more damage to the private gas industry in Ukraine. We will do our best to alert U.S. officials who might be able. To influence Ukraine to not adopt such harmful measures.

Best,
David

Dear Geogette,
Thank you for the info provided. Indeed, I found it very helpful and constructive. However, the Ukrainian authorities are still pushing for further legislative initiatives which are going to cause even more damage to the gas industry (please, see attached brief info illustrating this point).  In particular, the Cabinet of Ministers has recently submitted a draft law on the new permanent tax regime to the Verkhovna Rada of Ukraine. The vote is supposed to take place before the dissolution of the parliament preceding the parliamentary elections.  If enacted, this law would kill the entire private gas production sector in the bud.
I am genuinely looking forward to your ideas on how we could influence this process.
Please, note that I am going to share this information with the US embassy here in Kyiv, as well as the office of Mr Amos Hochstein in the States.
Best,
Vadym

Vadim,

As we discussed last week, David and I shared your analysis, along with the American Security Project (ASP) article endorsing the Association, with both the Ukrainian Embassy and all of our U.S. Government contacts yesterday. We wanted to let you know that we have already received some positive feedback.

In particular, we heard from the Ukrainian Embassy this morning that they plan to share the information we provided with the Ministry of Energy and Coal Industry. They also indicated their continuing belief that there will be an opportunity to revisit the tax increase in November after the parliamentary elections and agreed to be in touch on any new developments.

We have also already heard back from Congressman Keating’s (D-MA) office, as well as the U.S. Department of Energy (DOE), who were both appreciative for the additional information. We will be sure to keep you posted on any additional feedback.

Best,

Georgette

Dear all,

Following our previous conversation re the impact of raising taxes for private gas producers in Ukraine, we've drafted a short note to illustrate its consequences for our company, in particular (see attached).

Best,

Vadym
