My name is Davud Khalilov, I’m a US citizen and have lived in Houston for more than 20 years. In the last few months I have been in contact with an Israeli businessman named Vitaly Levinberg. Mr. Levinberg knowing that I have good relationship with the Republic of Azerbaijan invited me to join him on a project to give a large credit for a government project in Azerbaijan. He presented himself as a representative of ExMob Energy LTD the company giving the credit to the Azerbaijan government. He presented me the website and general power of attorney for ExMob Energy LTD (http://www.endole.co.uk/company/SC486003/exmob-energy-ltd). The government leaders were very interested in the proposal for this project, but I at this point have some doubts of its legitimacy. Up to this point I have not dealt with any other representative from ExMob Energy besides Mr. Levinberg. Sense Mr. Biden is listed as one of the owners of the company I would like to have some confirmation that Mr. Levinberg does have full authority to speak on the companies behalf. If he does not please advise me of that immediately so appropriate actions could be taken. Thank you.
