From what I understand Manzano is looking to partner with China National
Petroleum (CNPC) in order to bid on the Jubilee Oil Field off the coast of
Ghana. After some quick research, CNPC has worked in Sudan since 1996, Iran
since 2004, Libya since 2002, Myanmar since 2001 and Venezuela since 1998.
