It looks like a consortium can theoretically move through the first round of
bids without a rolling stock provider (the entire "team" makeup is 35% of
the statement of qualification score) and there is langauage in the draft
RFQ that says teams can change their members once short listed. That said,
it still seems like there would be an uproar if the Bechtel/Amtrak/SNCF
consortium was shortlisted without even including a rolling stock provider.
