"This Congress is going to be the busiest Congress we've had in decades, maybe ever," Trump told a room full of Republicans Thursday. "We're actually gonna sign the stuff you're writing. You're not wasting your time." Trump's ambitious agenda includes everything from quickly filling his Cabinet and confirming his yet-to-be-announced Supreme Court nominee to repealing Obamacare, overhauling the tax code, implementing new trade deals and pushing through a billion-dollar infrastructure program. But, the Washington newbie is about to get a reality check from Congress. "Each piece of legislation Trump wants to pass will be a major lift on Capitol Hill - and much of it will spark fierce Democratic resistance - meaning it will take weeks or months of negotiation to come together," Burgess, Josh Dawsey and Rachael report. A whole new world: "'It's a new world when you have 535 people on your board of directors,' said Rep. Jason Chaffetz (R-Utah) in an interview. 'Donald Trump is a man of action. He wants things done and done yesterday. We like that about him, but Congress was not set up to act like that.'" Republicans are also leaving the retreat will little settled on their plans to repeal Obamacare. "Republicans held a special session on Thursday morning to try to figure out an Obamacare strategy, but lawmakers and aides said there was no breakthrough, no specific timeline and no specific proposal to come out of it. Many of Trump's ideas that Republicans were gleefully applauding Thursday seem to go against core GOP tenets they have preached for years. "Republican lawmakers appear more than ready to open up the coffers for a $12 billion to $15 billion border wall, perhaps without the commensurate spending cuts that they demanded when it came to disaster aid, money to fight the Zika virus or funds for the tainted water system in Flint, Mich," Jennifer Steinhauer writes for the New York Times. "Once fierce promoters of the separation of powers, Republicans are now embracing Mr. Trump's early governing by executive order, something they loudly decried during Mr. Obama's second term. ...Speaker Paul D. Ryan, whose own website this week still praised the Trans-Pacific Partnership trade deal, now applauds Mr. Trump for putting the final shovel of dirt over the accord." But what they won't say is how they plan to pay for it or if the plan will add to the deficit. House Speaker Paul Ryan dodged a question Thursday about whether Congress would raise taxes or cut spending to pay for the expensive project, Burgess and Seung Min report. GOP opposition: Some Republicans including Arizona Sen. John McCain and Texas Rep. Will Hurd have already dismissed the border wall plan. Hurd called the wall "the most expensive and least effective way to secure the border." And McCain said the proposal wouldn't work without drones and towers to actually observe the border. "If they aren't going to use all those tools I'm talking about, I'm not inclined to support it," McCain told reporters in an epic 42-minute scrum Thursday. "House Republicans felt certain the administration was describing a central plank of their own tax plan - so-called border adjustment that taxes imports instead of exports," the AP's Erica Werner reports. "But Senate Republicans, who are not sold on the House GOP tax plan, began to raise questions. Then the White House began to walk the idea back, saying it was simply part of a menu of options." "McConnell and his deputies have signaled they will do whatever it takes to confirm a Supreme Court nominee after blocking former President Barack Obama from filling the seat for nearly a year," Burgess reports, "though McConnell is a strict protector of the Senate's arcane rules and procedures." And 62 percent of people surveyed said they would back former Utah Gov. Jon Huntsman over Hatch in a 2018 race. Among just Republicans, 49 percent picked Huntsman while 35 percent backed Hatch.
