The Weekly GAB Friday, December 16, 2016 U.S. Global Leadership Coalition | www.usglc.org http://action.usglc.org/site/R?i=Nb-UHyqejyqMnP-07lxbiw USGLC in the News THE NEWS COURIER Athens State President to Serve on USGLC Committee http://action.usglc.org/site/R?i=GpEXpse-kkLvrfc_hWsGwg The U.S. Global Leadership Coalition recently invited Athens State University President Dr. Bob Glenn to serve as a member of their Alabama Advisory Committee. The invitation came from committee co-chairs Josiah Bonner, who served in the U.S. House of Representatives from 2003-2013, and Jim Folsom, Jr., who served as Alabama's governor from 1993-1995. The USGLC Alabama Advisory Committee currently consists of a 47 member group of leaders from all areas of Alabama. Glenn's committee appointment began in November. Transition 2016 THE NEW YORK TIMES Rex Tillerson, Exxon C.E.O., Chosen as Secretary of State | http://action.usglc.org/site/R?i=X4a80TRx1N8fn3CVWADhwQ Micahel D. Shear and Maggie Haberman President-elect Donald J. Trump on Tuesday officially selected Rex W. Tillerson, the chief executive of Exxon Mobil, to be his secretary of state. In saying he will nominate Mr. Tillerson, the president-elect is dismissing bipartisan concerns that the globe-trotting leader of an energy giant has a too-cozy relationship with Vladimir V. Putin, the president of Russia. A statement from Mr. Trump's transition office early Tuesday brought to an end his public and chaotic deliberations over the nation's top diplomat - a process that at times veered from rewarding Rudolph W. Giuliani, one of his most loyal supporters, to musing about whether Mitt Romney, one of his most outspoken critics, might be forgiven. THE HUFFINGTON POST Trump Picks David Friedman as Ambassador to Israel | http://action.usglc.org/site/R?i=iFT6a6p57lPsf--UZjTd4Q Eric Beech, Matt Spetalnick, and Yara Bayoumy President-elect Donald Trump will nominate bankruptcy attorney David Friedman as U.S. ambassador to Israel and Friedman said he looked forward to taking up his post in Jerusalem, a step that would reverse decades of U.S. foreign policy and spark rancor in the Muslim world. The Republican made clear during his campaign that he would support Israel in a number of critical areas, including moving the American embassy to Jerusalem, all but enshrining the city as Israel's capital over international objections. He also pledged to not put pressure on Israel to engage in talks with the Palestinians. THE HILL Trump Taps Keith Kellogg for National Security Council Post | http://action.usglc.org/site/R?i=dgj8f2BgMXaaW6eYrx0f4g Ben Kamisar President-elect Donald Trump has appointed retired Lt. Gen. Keith Kellogg as National Security Council (NSC) chief of staff, expanding the reach of generals in the new administration. He'll be one of the president-elect's top advisers on national security issues, serving under retired Lt. Gen. Michael Flynn, who will lead the NSC, and K.T. McFarland, a former Fox News host and White House aide who will serve as Flynn's deputy. THE WASHINGTON POST House Conservatives Want Trump to Undo Regulations on Climate, FDA, Uber | http://action.usglc.org/site/R?i=BO4D7be7dh1_dfLWdzMygA David Weigel Rep. Mark Meadows (R-N.C.), the incoming chairman of the conservative House Freedom Caucus, used a meeting with Donald Trump to deliver a list of 232 regulations that the incoming president could repeal immediately. "We felt like it was important to put together a real working document," Meadows told CNN. International development. In addition to nixing the Export-Import Bank - a conservative cause celebre - Republicans advise scrapping the 111-year-old Overseas Private Investment Corp., created during Theodore Roosevelt's prsidency. In both cases, the development organizations are characterized as too political. THE WALL STREET JOURNAL Trump's Team Differs on Foreign Policy Issues | http://action.usglc.org/site/R?i=box2zdKDt8mTPv2G2yMZWQ Carol E. Lee and Felicia Schwartz President-elect Donald Trump has selected a national-security team whose members hold conflicting positions on some major foreign-policy issues, leaving open the question of how he will exert U.S. power on the world stage. Mr. Trump's core advisers differ on topics including climate change, trade, and the international nuclear deal with Iran. But there is an overarching similarity in their worldviews: that the time has come for a shift from the current U.S. approach to global affairs. Who's in the News POLITICO Gates, Rice Praise Tillerson for Secretary of State | http://action.usglc.org/site/R?i=jJk-iil5IL4lL1_LL-kLuw Jake Sherman and Matthew Nussbaum Bob Gates and Condoleezza Rice are backing ExxonMobil CEO Rex Tillerson for secretary of state. The pair, who command bipartisan respect in foreign policy circles, issued separate statements of support soon after President-elect Donald Trump announced his pick. "He would bring to the position vast knowledge, experience and success in dealing with dozens of governments and leaders in every corner of the world," Gates said in a statement. "He is a person of great integrity whose only goal in office would be to protect and advance the interests of the United States." Development & Diplomacy THE WASHINGTON POST Aleppo Evacuation Thrown Into Chaos With Thousands Still Stranded | http://action.usglc.org/site/R?i=DtPZZE8XSGWG4BVQQRimHQ Hugh Naylor, Andrew Roth and Brian Murphy The dramatic evacuation of Syrian civilians and rebels from besieged eastern Aleppo was thrown into chaos Friday as Russia signaled that the convoys were ending even as thousands of people waited to be ferried to safer ground. Opposition fighters remaining in the embattled city, meanwhile, remanned positions in preparation for a possible renewal of battles amid reports that Syrian-allied militiamen seized and possibly killed some civilians trying to flee before the window to escape closed. The situation was further clouded when Turkey, which brokered the evacuation effort with Russia, insisted that the convoys from Aleppo have not ended despite Moscow's announcement. REUTERS Portugal's Guterres Sworn in as Next U.N. Secretary-General | http://action.usglc.org/site/R?i=csc7MSTbRm-pP9qhaovVvg Michelle Nichols Former Portuguese Prime Minister Antonio Guterres was sworn in on Monday as the ninth United Nations Secretary-General, pledging to personally help broker peace in various conflicts and reform the 71-year old world body to become more effective. Guterres, 67, will replace Ban Ki-moon, 72, of South Korea on Jan. 1. Ban steps down at the end of 2016 after two five-year terms. Guterres was Portugal's prime minister from 1995 to 2002 and U.N. High Commissioner for Refugees from 2005 to 2015. "From the acute crises in Syria, Yemen, South Sudan and elsewhere, to long-running disputes including the Israeli/Palestinian conflict, we need mediation, arbitration as well as creative diplomacy," Guterres said. CNN Colombian President Accepts Nobel Peace Prize for Deal With FARC | http://action.usglc.org/site/R?i=680ZkhbBNSXgYvzbjGJf1w Amy La Porte Half his country may not support his efforts at peace, but Colombian President Juan Manuel Santos now has a Nobel Peace Prize for pursuing a deal to end the longest-running war in the Americas. Santos accepted his award Saturday after brokering a deal to stop the fighting in the 50-year conflict with the leftist rebel group Revolutionary Armed Forces of Colombia, better known by its Spanish acronym, FARC. "After six years of serious and often intense, difficult negotiations ... this agreement marks the beginning of the dismantling of an army and its conversion into a legal political movement," he said at the ceremony in Oslo, Norway. NPR Amid Growing Unrest, South Sudan Kicks Out Aid Workers | http://action.usglc.org/site/R?i=dA-AMLopvjtRtUZYh_KQTg Jason Beaubien Over the last week, South Sudanese authorities expelled two top officials from the Norwegian Refugee Council, one of the largest international aid groups working in the country. The United Nations has condemned the decision by South Sudan. As an ethnically charged civil war escalates, the U.N. and other aid officials say South Sudan is becoming one of the most difficult and dangerous places in the world for humanitarian groups to operate. The U.N. has warned that South Sudan could be headed toward a Rwanda-like genocide. Human rights groups say the expulsion of foreign aid workers is part of a growing campaign to get rid of independent witnesses and stifle public dissent. Politics & Foreign Policy FOX NEWS Obama Says US Needs to Respond to Russian Cyberattacks -- 'And We Will' http://action.usglc.org/site/R?i=zcVQ_8l64h_jgy_tJPdACw The U.S. will "take action" against Russia for alleged cyberattacks on Democratic officials, President Obama warned Thursday, hours after his spokesman claimed that President-elect Donald Trump "obviously knew" about the breaches and leaks that critics say propelled him to victory in last month's election. "I think there is no doubt that when any foreign government tries to impact the integrity of our elections ... we need to take action," Obama said. "And we will - at a time and place of our own choosing. Some of it may be explicit and publicized; some of it may not be." FORBES Hearing the Benefits of Globalization in Your Ear http://action.usglc.org/site/R?i=dJg0feTlUp2cmlXa0yNmHA James K. Glassman served as U.S. Under Secretary of State for Public Diplomacy and Public Affairs in 2008-09. The results are in. Most Americans, it seems, are souring on globalization. A recent Pew Research poll, for example, found that a majority of the public believes that "U.S. involvement in the global economy" is a "bad thing because it lowers wages and costs jobs in the U.S." Foreign policy experts, on the other hand, have the opposite view. Only 2% see globalization as a "bad thing" while 86% of them say it's a "good thing because it provides the U.S. with new markets and opportunities for growth." THE ASSOCIATED PRESS Iran, Angered By US Sanctions Bill, Considers Atomic Boats | http://action.usglc.org/site/R?i=46qgB0Hqsa7wdKy7ELUSaw Amir Vahdat and Jon Gambrell Iran's president on Tuesday ordered officials to draw up plans to build nuclear-powered ships and to show how the United States violated last year's nuclear deal, a response to a vote by the U.S. Congress to extend some sanctions on the country. The move by President Hassan Rouhani came in response to the extension of the Iran Sanctions Act, and was widely seen as posturing that would not affect the landmark nuclear deal concluded with world powers. The sanctions act awaits President Barack Obama's signature to become law, and comes amid speculation over how President-elect Donald Trump, a critic of the nuclear deal, will address the issue when he assumes office next month. CNN The Good, Bad and Ugly of Warmer US-Russia Relations | http://action.usglc.org/site/R?i=Pf1TMBArWSWWyjrJjARsxQ Stephen Collinson and Jeremy Diamond The President-elect's Russian gambit seems like a solid foreign policy goal, given that the estrangement between the rivals -- owners of the world's biggest nuclear arsenals -- is deeper than at any time since the Cold War. An improvement in relations could yield gains for the United States in reviving non-proliferation projects and closer anti-terrorism cooperation. But there are big questions about whether Trump will be any more successful than his predecessors, whose initial inroads eventually foundered largely due to the behavior of President Vladimir Putin, and whether he will end up emboldening a leader that many -- including key Republicans in Congress -- see as a top US adversary.
