By Elena Schneider | 07/19/2016 10:00 AM EDT With Maggie Severns, Kevin Robillard and Theodoric Meyer The following newsletter is an abridged version of Campaign Pro's Morning Score. For an earlier morning read on exponentially more races - and for a more comprehensive aggregation of the day's most important campaign news - sign up for Campaign Pro today. (http://www.politicopro.com/proinfo) DAY 1 RECAP - "Donald Trump's supporters painted a dark and dystopian portrait of an America in decline on Monday, as a parade of people spoke about a country slipping from their grasp, cops getting gunned down in the streets, and their family members slain by illegal immigrants. It was a red-meat buffet of raw emotion for an angry Republican electorate, with little talk of ideology or policy. Indeed, there were more mentions of fallen American soldiers than conservatism. ... Rudy Giuliani, the former New York mayor, spoke in prime-time about 'why our enemies see us as weak and vulnerable' and of the terrorists planning to 'come here and kill us.' 'There's no next election,' he said, 'This is it.' The night's headliner, Trump's wife Melania, stood out, in an all-white dress, as a beacon of positivity, hailing her husband's tenacity: 'He will never, ever give up and most importantly he will never ever let you down.'" From POLITICO's Shane Goldmacher in Cleveland: http://go.politicoemail.com/?qs=1a575c5ccdcceb8b3a50598ab72f4ae0a08e726907e3749ede64448ef13835b4 - CHAOS ON CONVENTION FLOOR, "THIS IS SURREAL" - "Chaos erupts on GOP convention floor after voice vote shuts down Never Trump forces," by POLITICO's Kyle Cheney in Cleveland: "Chaos broke out at the Republican National Convention after Republican leaders successfully blocked a full floor vote on the convention rules. Critics of Donald Trump had attempted to force a roll-call vote of all 2,472 of the convention delegates on the proposed rules, which were written last week by a convention committee. The groups object to the rules because they required pledged delegates to vote in accordance with the results of their state's primaries and caucuses - a structure that virtually guarantees Trump will claim the party's presidential nomination. Delegates part of the informal "never Trump" movement believed they had the signatures they needed to force the full vote. ...Chaos erupted on the convention floor, with Trump critics screaming for a recorded vote while Trump supporters chanted "U-S-A." Womack left the stage. ...But Womack, after the second voice vote, said on stage that three states had withdrawn from the roll-call effort, leaving it short of the support needed." http://go.politicoemail.com/?qs=1a575c5ccdcceb8b6ec69dfa610d31fd69b50f750bad2aad244692791451d14e - "Five takeaways from Day One of the GOP convention," by POLITICO's Glenn Thrush: http://go.politicoemail.com/?qs=1a575c5ccdcceb8b2d1736a869ca24b6883278c85709027e58c484583c9b4dfa DAILY DOSE OF CAMPAIGN FINANCE - "FEC chart: Single-race super PACs," by Campaign Pro's Scott Bland: "Most battleground GOP Senate incumbents (and a good handful of other congressional hopefuls) have single-race super PACs at their disposal, and many of those groups spent heavily in the second quarter, as you can see in Campaign Pro's super PAC FEC chart. (The chart covers groups that had at least $100,000 banked by the end of June.) With the next round of House and Senate primaries approaching in August, new individual super PACs will soon reveal themselves." See the second quarter single-race super PAC FEC chart here: http://go.politicoemail.com/?qs=1a575c5ccdcceb8b913970e5d1eee91c3a095b44297d73d63de630b01deadcb9 - "FEC chart: House primary candidates," by Campaign Pro's Scott Bland: "Most congressional districts have already had their primaries, but a handful of states and candidates are still preparing for elections coming up in August and September. Campaign Pro's second-quarter House primaries FEC chart covers candidates in safe, open districts as well as ones where a serious incumbent challenge has developed. Three incumbents in our chart finished the second quarter with less cash in the bank than challengers: GOP Rep. Scott DesJarlais (TN-04) and Democratic Reps. Corrine Brown (FL-05) and Mike Honda (CA-17), who is preparing for an intra-party general election contest in California." Sinclair, busy - Making Political Ads Work! ** AD WARS - Senate Majority PAC launching new Ohio ad: Senate Majority PAC is out today with another TV ad attacking GOP Sen. Rob Portman on trade. The ad depicts a man on a Segway riding past the Chinese embassy. "Wonder what they're up to in there. Probably giving Rob Portman an award for being China's best senator," he says. "Sure hope Rob Portman's not in there negotiating another trade deal. Hard to believe this guy's running for reelection in Ohio." Watch the ad: http://go.politicoemail.com/?qs=5a62facaff5bcecd43efbf782891a38dee4105ff39b1821a78ee0ff876a99ce6 - Portman opponent Ted Strickland came under fire Monday after handing out fortune cookies that read, "Rob Portman: the best senator China's ever had." An Asian-American radio host asked Strickland if he felt the cookies were racially insensitive, he replied he did not, and added, "when I say he's the best senator that China's ever had, I'm not saying anything bad about China." Ron Johnson, who is set to address the Republican National Convention tonight on national security, is out with a new ad hitting Democrat Russ Feingold on the same subject. The ad, narrated by Johnson, opens with him listing off recent attacks: "A concert in Paris. Airports in Brussels, Istanbul. An office Christmas party in San Bernardino. An Orlando nightclub. A celebration in Nice. Islamic terrorists slaughtering innocents," Johnson says. The ad then attacks Feingold for being the only Senator to vote against the Patriot Act, which Johnson refers to as "Congress [giving] law enforcement the tools to help stop international terror." It also attacks Feingold for voting against various versions of the National Defense Authorization Act. "Now he's asking you for a fourth term," Johnson concludes. "The world's simply too dangerous for that." http://go.politicoemail.com/?qs=5a62facaff5bcecd72e1089981420e98abf1330a9e24d55bcd0555b9848e5fbe DOWN-BALLOT AT THE RNC - Colorado's Darryl Glenn addressed the convention last night: The El Paso County Commissioner, still a largely unknown candidate, gave a primetime convention speech, introducing himself as "an unapologetic Christian, constitutional conservative, pro-life, second-amendment-loving veteran." Glenn, a hardline conservative who emerged from a five-way primary, has said he will "absolutely" campaign with the Trump, but spent most of his time attacking Clinton. "We all know she loves her pant suits, but we should send her an email and tell her she deserves a bright orange jumpsuit," he said. Glenn didn't address that much of his state's delegation protested procedural rules in an effort to stop Trump's nomination. Instead, he talked about racial tensions in the country, calling President Barack Obama the "divider-in-chief" whose "rhetoric has a direct impact on the relationship between communities and the police." INTERNAL AFFAIRS - DSCC poll shows Bayh with substantial lead in Indiana: "Former Democratic Sen. Evan Bayh, who jumped into the Indiana Senate race a week ago, starts his campaign with a sizable lead over GOP Rep. Todd Young, according to polling released today by the DSCC. The DSCC internal, which was conducted by Garin-Hart-Yang Research the day after former Democratic nominee Baron Hill announced he was leaving the race, shows Bayh leading Young 54 percent to 33 percent, with 13 percent of voters undecided." http://go.politicoemail.com/?qs=5a62facaff5bcecd51e03c1b6b1ac4a0a6b79427a5f1385eb51381ec8e6f47c2 REMEMBER THOSE EVENTS? "What we've lost is harder to see. I'm Roy Cooper and this election is not just about one bad law, it's about bringing back our teachers, our jobs, and the companies that have left. We can build a better North Carolina." The ad, Cooper's second of the campaign, will run in Raleigh, Charlotte and Greensboro markets, per a statement from the campaign. It's yet another sign that End Citizens United, a new group, is pushing to be a major, multi-million dollar player in the fall campaign. The group has already aired issue ads in several Senate races." http://go.politicoemail.com/?qs=5a62facaff5bcecd63487ca536fbd5d15b0a28888d911db04130cfe97b2776ca PRESIDENTIAL SPEED READ - "Castro found to have violated law prohibiting political activity in official capacity," by POLITICO's Colin Wilhelm: "Housing and Urban Development Secretary Julian Castro violated a law prohibiting government officials from campaigning in their capacity as public officeholders, an independent federal oversight agency says. Castro is on Hillary Clinton's short list of vice presidential candidates. The Office of Special Counsel sent a report to President Barack Obama concluding that Castro violated the campaigning prohibition known as the Hatch Act during an interview with Katie Couric of Yahoo News in April." http://go.politicoemail.com/?qs=5a62facaff5bcecd6fd5819d589fdd2ee5f9c9a874371d5670b4388cf425e075 - "Trump's new Arizona state director in March: Trump could be 'disastrous,'" by POLITICO's Ben Schreckinger: "What a difference four months make. In March, Republican consultant Brian Seitchik bashed Donald Trump as a minority-repelling drag on the party ticket. On Monday, the Trump campaign announced that it had hired Seitchik as it's Arizona state director. ...Seitchik, whose hiring was first reported by CNN and then announced by the campaign along with a rash of other hires on the first night of the Republican National Convention, also told POLITICO that Trump could cost Rep. Joe Heck his shot at picking up Harry Reid's Senate seat in Nevada. ...While Seitchik's hiring may seem remarkable, the consultant is far from alone in bashing the businessman and then joining his campaign." http://go.politicoemail.com/?qs=5a62facaff5bcecd69b803974b63799ee63bbfef3ea8a721ba129910cf936885 CODA - QUOTE OF THE DAY: "I blame Hillary Clinton personally for the death of my son," Patricia Smith, mother of one of the four Americans killed in the 2012 attack on the U.S. consulate in Benghazi, said tearfully in an address to the RNC Monday night. http://go.politicoemail.com/?qs=5a62facaff5bcecd0781b067cc187389e65357b7bd966ed3089ccbc66971f1d5 ** A message from Sinclair Broadcast Group: News, opinions, and entertainment surround us 24/7, yet a fundamental truth remains, whether for competitive races or impactful ballot measures, the TV commercial reigns as the medium for reaching potential voters.
