To subscribe, please sign up here (http://bit.ly/ecs1s) . ** From Russia with Love? ------------------------------------------------------------ The FBI is investigating a breach of the Democratic National Committee's computers, which sources and experts say could be the work of government hackers in Russia, as the Wall Street Journal’s Damian Paletta and Devlin Barrett report (http://www.wsj.com/articles/dnc-hack-fits-pattern-of-past-russian-meddling-1469469535) . And CNN is reporting (http://www.cnn.com/2016/07/25/politics/democratic-convention-dnc-emails-russia/) that federal investigators tried to warn the Democratic National Committee about a potential intrusion in their computer network months before the party moved to try to fix the problem. Dive Deeper: The CSIS Strategic Technologies program keeps a running timeline of “Significant Cyber Events (http://www.csis-tech.org/cyber-incident-timeline/) .” ** DoD Warry ------------------------------------------------------------ Defense secretary Ashton Carter and Joint Chiefs chairman General Joseph Dunford said in a news conference today at the Pentagon that a proposed agreement with Moscow to expand military cooperation in Syria would hinge on the Kremlin’s support for US goals there, suggesting that senior military officials remain deeply skeptical of Russia’s trustworthiness, as the Washington Post’s Missy Ryan reports (https://www.washingtonpost.com/news/checkpoint/wp/2016/07/25/pentagon-says-proposed-russian-deal-in-syria-is-not-based-on-trust/) . The Pentagon has excerpted clips (http://www.defense.gov/Video?videoid=476193) of Secretary Carter discussing the counter ISIS campaign and highlighted (http://www.defense.gov/News-Article-View/Article/855698/dunford-lists-ways-to-measure-counter-isil-success) General Dunford’s analysis of measuring counter-ISIS success. You can watch the full briefing (http://www.defense.gov/Video?videoid=476169) by Secretary Carter and General Dunford On Demand courtesy of the DoD. ** NATO Not Ready ------------------------------------------------------------ The balance of power underwater is shifting against the West, warns a new report from CSIS, as Breaking Defense’s Sydney Freedberg, Jr. reports (http://breakingdefense.com/2016/07/nato-not-ready-as-russian-sub-threat-rises-csis/) . As Freedberg reports “Both Russian and NATO capabilities cratered after the Cold War, but the Russian submarine fleet is clawing its way back—and we’re not ready to face it, CSIS says. The US, its allies, and the Nordics need to invest in new technology, intense training, and, above all, closer cooperation to counter the resurgent threat.” The CSIS report Undersea Warfare in Northern Europe (https://www.csis.org/analysis/undersea-warfare-northern-europe) is available in full or abbreviated versions. ** In That Number ------------------------------------------------------------ ** 50 ------------------------------------------------------------ Since the beginning of 2015, the Middle East, Africa, and Asia have seen nearly 50 times more deaths from terrorism than Europe and the Americas. Source: Washington Post (https://www.washingtonpost.com/graphics/world/the-scale-of-terrorist-attacks-around-the-world/) . ** Critical Quote ------------------------------------------------------------ ** “Creating a smart and efficient regulatory process for commercial space will help attract and retain high-tech companies and the talented workers they employ. This is especially important as DoD relies more and more on commercial space systems to augment military space systems.” ------------------------------------------------------------ — CSIS’s Todd Harrison penned an op-ed in Breaking Defense today, arguing that “Commercial Space Needs Regulatory Clarity (http://breakingdefense.com/2016/07/commercial-space/) .” ** One to Watch ------------------------------------------------------------ Juan Zarate (@JCZarate1 (https://twitter.com/JCZarate1) ) has joined NBC News and MSNBC as a senior national security analyst. Juan is a senior adviser at CSIS and previously served as deputy assistant to the president and deputy national security adviser for combating terrorism from 2005 to 2009. Juan's book, Treasury's War: The Unleashing of a New Era of Financial Warfare (https://www.amazon.com/Treasurys-War-Unleashing-Financial-Warfare/dp/1610391152) , is required reading for those interested in modern financial warfare. ** Optics ------------------------------------------------------------ (Photo Credit: Mark Wilson/Getty Images) Secretary of Defense Ashton Carter and Chairman of the Joint Chiefs of Staff General Joseph F. Another Seattle 90s band that has endured time surprisingly well is Soundgarden. I love this clip (https://www.youtube.com/watch?v=oTTZ4tLpX3s) from the NFL Kickoff last season in Seattle. What a great band. Singer Chris Cornell is 52 and definitely looking “California.” ** Feedback ------------------------------------------------------------ I always welcome and benefit from your feedback.
