A WHOLE NEW BALLGAME - "Bayh shocker upends battle for Senate control," by POLITICO's Burgess Everett and Maggie Severns: "For months, Chuck Schumer toiled on a seemingly fruitless task: Trying to convince former Democratic Sen. Evan Bayh, who'd insisted for years that he was done with politics, to mount a comeback - and give Democrats a big boost in their bid to retake the Senate. On Monday, the New York senator got his wish when Bayh jumped into the Indiana race against GOP Rep. Todd Young. The surprise entry by the former two-term senator and governor instantly upended the Senate landscape by putting in play a red state that had been all but written off by Democrats. ... 'This was done
single-handedly by Chuck Schumer. I'd like to take a lot of credit for it, but Chuck's worked on this,' [Senate Minority Leader Harry] Reid said in an interview on Monday afternoon." http://go.politicoemail.com/?qs=39fc02243fbb5af9ec31025f496efc1218db70c218ca95800aa39d3fb051c4df

- "In a letter explaining his decision to drop out of the race," former Democratic nominee Baron Hill "indicated he doesn't think he had what it takes to win. But, without naming names, he said another Democrat might. 'Democrats have a very real chance at winning this Senate seat, especially with a strong nominee who has the money, name identification and resources to win,' Hill wrote. ... Bayh praised Hill in a statement and said the two had spoken, but gave away little about his plans. ... Republicans immediately seized on Bayh's work for the lobbying and law firm McGuireWoods ... NRSC Executive Director Ward Baker called Bayh 'the definition of a Washington insider' in a statement, and
said that Bayh 'is a lobbyist who backed the Obama agenda 96 percent of the time as he left the Senate in 2010.'" http://go.politicoemail.com/?qs=39fc02243fbb5af94fc0d833400c97a1eb4a1a02e2aae399948806b8a6061ffb

ARE COMEBACKS IN THE AIR? - "Sources: Daniels considering Indiana governor bid," by Campaign Pro's Kevin Robillard: "Former Indiana Gov. Mitch Daniels is considering a bid for his old office if GOP presidential nominee Donald Trump selects Gov. Mike Pence as his running mate, three Republican sources in Indiana said. The three GOP sources said Daniels, who is now the president of Purdue University and has quickly shot down chatter about potential political comebacks in the past, has been fielding (and not rejecting) requests he consider a bid for governor. One operative, who asked for anonymity to discuss private deliberations, said Daniels was scheduled to speak with advisers about a
potential run Monday afternoon. Pence is running for a second term after taking over from Daniels, but Trump is considering him for vice president and Pence would not be allowed to appear twice on Indiana ballots in the fall." http://go.politicoemail.com/?qs=39fc02243fbb5af9f9f07490ca94a16a4f241c1502a82cd1631a452334e0d85c

SHOE ON THE OTHER FOOT - "Freedom Caucus agitator who pushed out Boehner pleads for Ryan's help," by POLITICO's Rachael Bade and Elena Schneider: "Last fall Rep. Tim Huelskamp banded together with a group of fellow conservatives to push John Boehner into early retirement - payback after the former speaker booted Huelskamp off the Agriculture Committee, his rural district's most prized panel in Congress. Now the Kansas Republican is fighting for his political life against a conservative challenger, who's campaigning as a pragmatic alternative and tagging Huelskamp as a 'career politician' incapable of delivering for his district. And in an only-in-D.C. twist, the Freedom Caucus member is
pleading with Boehner's replacement, Paul Ryan, to save his hide by reinstalling him on the Agriculture panel. ...Ryan has been noncommittal in response. He knows if he grants this favor, others in tough reelection battles will want similar treatment." http://go.politicoemail.com/?qs=39fc02243fbb5af9e3493f17da6ffdfa8db132fc189f44f3dca8a5319f84d6b5

FIRST IN SCORE - SENATE FUNDRAISING - Democrat Deborah Ross beats Sen. Richard Burr in second straight fundraising quarter: Ross's campaign will announce today that the former state legislator raised $2.1 million in the second quarter, topping Burr by more than $600,000 over the same period, per a statement from the campaign. But Ross did not release her cash on hand total. Burr has more than $7 million in the bank, while Ross had less than $1 million on hand at the end of March.

- FIRST IN SCORE - Wisconsin's Johnson raises $2.8 million in Q2: Wisconsin GOP Sen. Ron Johnson raised $2.8 million in the second quarter. It's by far the most he's raised in any quarter this cycle, topping the first quarter's $2.1 million, and it leaves him with $6.3 million on hand. The only problem? Johnson's facing the best Democratic Senate fundraiser of the cycle in former Sen. Russ Feingold, who raised $4.1 million in the second quarter. Feingold hasn't released his cash on hand totals. "The growing support we're seeing for Ron proves that people know what's at stake in this election," Johnson spokesman Brian Reisinger said.

- More Senate totals - In Colorado ... "Sen. Michael Bennet raised $2.7 million in the second quarter, according to his campaign. The former Democratic Senatorial Campaign Committee chairman now has $6.1 million in cash on hand." Republican El Paso County Commissioner Darryl Glenn "had just over $50,000 in cash on hand before the June 28 primary, according to his most recent FEC report, but Glenn has not released full second-quarter numbers yet." http://go.politicoemail.com/?qs=39fc02243fbb5af941ad3d0010f11ca8d7740835c14926b2640a47c949df9753

- Arizona ... "GOP Sen. John McCain of Arizona raised $1.8 million for his reelection in the second quarter, matching his Democratic challenger, Rep. Ann Kirkpatrick. The McCain campaign has spent most of the money already, plowing much of it into TV ads over the past two months, according to the campaign. McCain had $5.8 million in cash on hand at the end of the quarter, compared to $5.5 million at the close of the first quarter." Kirkpatrick raised $1.8 million and has banked $2.5 million. http://go.politicoemail.com/?qs=39fc02243fbb5af978793da14bf88de316c4d21e622647e12dd26e9e473fc4cf

FIRST IN SCORE - House Q2 fundraising - McSally takes in nearly $1 million: GOP Rep. Martha McSally posted another major fundraising quarter in the last three months, bringing in about $985,000 and ending the quarter with just under $2.6 milion on hand. That means the campaign continued a brisk spending pace, after ending the first quarter with over $2.2 million in the bank.

- ... and Erik Paulsen tops $1 million: GOP Rep. Paulsen's huge Q2 haul, which came as Democrat Terri Bonoff jumped into the race to oppose him in the spring, gave him $3.2 million on hand. (Bonoff raised $620,000 in her first quarter.) Paulsen is just the third endangered House member, after McSally and House Ways and Means Chairman Kevin Brady (who faced a primary challenge) to hit seven-figures in a single quarter this cycle. http://go.politicoemail.com/?qs=39fc02243fbb5af95ea6135bc5351754f9d9050a7c91bff53c8e50f539193f9e

- In NE-02 ... Democratic Rep. Brad Ashford raised more than $430,000 in the second quarter. Ashford has nearly $1.2 million in cash on hand, per a statement from the campaign. Republican Don Bacon has not yet released his fundraising totals.

FIRST IN SCORE - McGinty reserves $4 million in fall airtime: Democrat Katie McGinty has reserved $4 million of TV time for the fall stretch run, according to a media buying source. The buy runs from September 6 to Election Day and includes $1.7 million in the Philadelphia market and $1.2 million in Pittsburgh. Harrisburg and Johnstown get $325,000 each, while Wilkes-Barre is seeing $407,000 and Erie gets just $74,000. "Our fundraising totals have actually exceeded our initial projections, which we're thrilled about," McGinty spokesman Sean Coit said. "This buy is an important early investment for the campaign, and it shows we're going to have the money and the infrastructure we need to win
this race."

FIRST IN SCORE - In New Hampshire ... Americans for Responsible Solutions PAC, a gun violence prevention group, is out with a new ad attacking New Hampshire Sen. Kelly Ayotte for her "votes to keep the loophole the lets criminals get guns without a background check," the 30-second ad says. "She was the only senator in New England who sided with the gun lobby. Now, Ayotte is trying to mislead voters in order to win her election." The group did not release ad buy details. - FIRST IN SCORE - In Alaska ... Independent Margaret Stock released a new digital ad Tuesday, which features a tug-of-war between red- and blue-shirted players. "The parties are more interested in fighting each other than fixing the country," Stock says, then asks, "Hey guys, getting anything done? Didn't think so." Then, Stock grabs a chainsaw, and says, "we need an Independent from the last frontier to cut through the partisan gridlock." POLL TIME - In Nevada Senate ... "Republican Rep. Joe Heck takes 42 percent to Democrat Catherine Cortez Masto's 40 percent in Nevada's tight Senate race, according to a new Monmouth University poll ... Seven percent of voters are still undecided in the race, while another 6 percent said they preferred "none of these candidates," which is an option on the ballot in Nevada. Tom Jones, an Independent American Party candidate, got 5 percent in the poll." http://go.politicoemail.com/?qs=39fc02243fbb5af9444089fb72c53974809b796f8b2e11504e9609d21851fd05

INTERNAL AFFAIRS - Super PAC internal poll: McCain 47, Ward 22: "Arizona Sen. John McCain has a 25-point lead over former state Sen. Kelli Ward in the Arizona Republican Senate primary, according to a new internal poll released by Arizona Grassroots Action PAC, a super PAC supporting McCain. McCain has 47 percent support among likely voters to Ward's 22 percent in the poll. ... Ward's support has fallen steeply since the pollster, NMB Research, surveyed the race in January, when its results showed McCain leading Ward by a single-digit margin, 47 percent to 40 percent." http://go.politicoemail.com/?qs=39fc02243fbb5af913dd82cdbaccf37accfee7c37321eaadfbe137aa3dcb1670

PRESIDENTIAL SPEED READ - "How Trump is changing the Republicans' 2016 platform," by POLITICO's Kyle Cheney and Doug Palmer in Cleveland: "Donald Trump wasn't here Monday, and his name rarely came up. But his presence was felt everywhere as GOP leaders from across the country met to craft a the latest version of the Republican platform - and mold it, for the first time, to fit their unconventional presumptive nominee. Assembling here in the week before Trump is expected to formally claim the party's nomination, convention delegates embraced Trump's economic proposals - from de-emphasizing the party's support of free trade to endorsing the construction of a border wall with Mexico."

- "GOP: Sanders pushed Clinton toward radical left," by POLITICO's Daniel Strauss: "Bernie Sanders has pushed Hillary Clinton so far to the left that she's poised to embrace a Democratic Party platform draft that's nothing short of radical. That's according to a new primer, titled 'The Sanders Manifesto' by the Republican-aligned opposition research shop America Rising Squared. The primer argues that the Vermont senator and progressive favorite was the driving force behind a platform draft that's markedly more liberal than the 2012 Democratic Party Platform and well out of the political mainstream." http://go.politicoemail.com/?qs=39fc02243fbb5af90dbf53419e47264778b6e1e79cc4d92e0ab09d0d70e015ca

- "Kevin McCarthy to speak at GOP convention," by The Washington Post's Sean Sullivan and Paul Kane: "House Majority Leader Kevin McCarthy (R-Calif.) is slated to deliver a prominently timed speech at the Republican National Convention, two people with knowledge of his plans in Cleveland confirmed to The Washington Post on Monday, joining a roster of high-profile congressional Republicans slated to give addresses there next week. McCarthy's speech is expected to focus on the House GOP's "Better Way" agenda and on building party unity." http://go.politicoemail.com/?qs=39fc02243fbb5af973bda0b55cd0bf107fbbe32ac217d993a7d33c08d9050343
