less behind than in FL as beginning stages will be mostly focused on
engineering

V. Rest of country a crap shoot for rolling stock (one off
deals like in WI)

VI. Potential teaming with Amtrak to operate HSR (as Amtrak
will likely be looking for partners to make up for lack of expertise)
