Guys: Attached is the critical path workplan (the spreadsheet) outlining the key work areas / subteams. In our July Steering Committee meeting we broke that list into "pre-formation" and "post-formation" which is called out on page 4. I think we are at 80% complete on the pre-formation tasks - with Financial Model being the most tricky. Today IPS uses a rate card approach and sell hours to the government at set rates by level of staff and they estimate the completion of projects by adding up those hours to get project price based on the discreet set of tasks / project scope. So a model that is very easy to manage and that I am intimate with. Most of their projects are large and span a year or more as a baseline (i.e., $300k projects are too small for them - most are 7 figures+ according to Curt). So their machine is set up for Big Budget, Big Timeline, Big Deliverable - not weekly reports for $1k a pop. So this is reflected in our Target Market analysis and approach in most recent Steering Committee deck that we will review as a team on Tuesday.
