I am sending this piece from an excellent European Think tank. I have worked closely with them for several years. It was started by Tony Blair and David Miliband was the first Director. Much like the CFIUS debate that swirled around the Chinese bid to purchase Unocal over Chevron's bid the discussion in Europe is focused on SWF from non-democratic countries . This piece describes one of the many political risks faced by SWF and Sovereign investors. It might be useful to think about and discuss in a small grouper. Michael
