Thank you for the opportunity to review and comment. I’m very impressed with how last week’s discussion was so succinctly expressed in the slide deck - well done! Here are just a few comments from my review of this material. I agree with Patty’s comment regarding “communities most affected (foster care, rural, low-income)” (Slide 3 & 7). As child sexual abuse doesn’t align itself along socio-economic status, we don’t want to inadvertently leave members of the public thinking this is a problem that doesn’t happen in his/her social sphere. For Tier 1 (Slide 6), you may wish to consider including both NAAG and the National District Attorneys Association as partners who could be helpful with legislative advocacy. Tier 3 (Slide 8) has rather disparate audiences which would require widely different messaging. To Josh’s point of possibly rearranging audiences, it might be helpful to consider grouping (“tiering”) the audiences based on the type of key message you want them to hear. For instance, some groups need general awareness of the issue to properly drive policy (AG’s, members of Congress), others need to know the key signs of child sexual abuse and how to respond (parents, educators, local community groups, faith-based community groups). Other audiences need messaging on how to “harden the target” (healthcare providers, corporate security units, youth-serving athletic associations). By grouping audiences by defined core messages, it may be easier to design a laser-focus communication plan. Key Message #1 (slide 9) clearly describes the mission of the Foundation with a specific call to action. The use of metrics to demonstrate success is important for momentum and buy-in. This slide suggests working toward increasing the number of states that “enact meaningful legislation”. The Beau Biden Foundation may wish to examine the legislative achievements in Delaware and identify specific states who might benefit from your lessons learned. This would allow you, at this early stage, to begin forging relationships with key stakeholders in those states who will work with you for legislative improvements. Thanks again for allowing NCMEC to be a part of this conversation. We’re very excited about the possibilities ahead. Michelle Michelle C.
