The Trump administration said today it will move to sign a free-trade agreement with Mexico and could also sign the deal with Canada if a separate agreement is reached in time. That did not happen today.

U.S. Trade Representative Robert Lighthizer said in a statement that the administration will notify Congress later today that it intends to sign an agreement based on the U.S.-Mexico NAFTA pact that President Donald Trump and Mexican President Enrique Peña Nieto unveiled on Monday. Negotiations with Canada are expected to continue.

The formal notification is required for the Trump administration to submit a final deal to Congress under "fast-track" authority, which requires only a straight up-or-down vote for approval. The earliest a deal could be signed is 90 days from now. Officials will have roughly another month to finalize details - and potentially bring Canada into the agreement - before draft text must be submitted to Congress.
