Marshall, I will not be at the board meeting today. But Tom Vilsack spoke at a Chicago Council meeting last week , and he left the clear impression that this would not be a very high priority for the Administration in a short lame duck session unless we had a congressional champion with clout (probably in the Senate) really pushing this really big time. His advice was to do what we can now but plan for next year.

Marshall, we did speak with WH and they are willing to make this a priority. We have to understand what that means and whether that is helpful and in what context. Chuck will follow up.
