Please find attached a draft agreement for our work with OAS in
Colombia. We look forward to meeting you and your team and are
confident that Rosemont Seneca Partners will be a complimentary piece
to your existing operation in Colombia. Once our relationship is
formalized, we plan to start introducing you to a number of our
contacts on the ground and will work together with you to develop
opportunities and secure projects for OAS. By way of brief
introduction, the following members of the Rosemont Seneca team will
be working on this initiative in the following roles:

Hunter Biden - Government and institutional relations
Jay Rouse - Introductions to Colombian officials and project identification
Eric Schwerin, Mike Muldoon and John Nevergole - Project management
