Jerry Brown has a little-known Republican challenger campaigning against him across California, taunting him on issues from taxes to transit. But his most formidable Republican adversary is turning out to be a fellow Californian who wields his power from an office 2,700 miles away: Representative Kevin McCarthy, the incoming House majority leader. -- "In the weeks since Mr. McCarthy, who represents Bakersfield, was elected to the No. 2 position in the House of Representatives, the powerful California governor has found himself facing a no-less-powerful legislator with clout and a platform unlike any he has confronted since he took office. Mr. McCarthy may someday be remembered as a last gasp of Republicanism in this increasingly Democratic state - at least in the view of some Democrats - but for now, he is emerging as an ideological and politically wily opponent, a former State Assembly minority leader with strong opinions on how things should be done back home." http://go.politicoemail.com/?qs=50186a2d01b9a28a31cef1ac36028217a2ff1fa73e30f01f9a5d577e5260eb73 http://go.politicoemail.com/?qs=50186a2d01b9a28a31cef1ac36028217a2ff1fa73e30f01f9a5d577e5260eb73 CRUZ'S NEXT FIGHT: IMMIGRATION -- Manu Raju and Burgess Everett write that Texas Sen. Ted Cruz is taking a hardline stand on the child migrants crisis, going even further than a proposal pitched by two fellow Texans. "The conservative firebrand believes that any bill to deal with the unaccompanied migrant children at the border must also include language to stop a 2012 immigration directive from President Barack Obama - a proposal unlikely to go anywhere in the Democratic-controlled Senate. That's a much tougher approach than the one being sought by Cruz's fellow Texans - GOP Sen. John Cornyn and Democratic Rep. Henry Cuellar - who would leave the directive alone. Instead, they would toughen a 2008 human trafficking law while speeding up immigration proceedings and authorizing 40 more judges to handle the cases. -- "The move is vintage Cruz: stake out a staunchly conservative position on the biggest debates in Congress, whether it's pushing to defund Obamacare at the expense of a government shutdown or now trying to end a controversial Obama policy aimed at deferring deportation proceedings for certain undocumented immigrants who came to the United States as children." http://go.politicoemail.com/?qs=50186a2d01b9a28af5e6cdea16ea8ddeda125fc4c231a4291ac08e9966013638 http://go.politicoemail.com/?qs=50186a2d01b9a28abfac99dc5270373e2347f4dd9a913ca55c8c108979f63bb2 SEN. CHUCK SCHUMER (D-N.Y.) AND REP. TED DEUTCH (D-FLA.) write in a POLITICO Magazine op-ed titled, "What Ted Cruz Gets Wrong About the First Amendment": The constitutional amendment [to overturn the Citizens United decision] that was reported out of the Senate Judiciary Committee last week will not, as Sen. Cruz claims, allow legislators to ban books or silence political opponents. But Sen. Cruz is trying to replace logic with hyperbole, saying that if you're for this amendment, you're against the First Amendment. His overheated rhetoric is an attempt to ignore an important truth in the history of our Constitution: We have always had balancing tests for every amendment. No amendment is absolute." http://go.politicoemail.com/?qs=50186a2d01b9a28a6cedc2da39db85313d8acee4b1e5c02ed23907c3eea31737 http://go.politicoemail.com/?qs=50186a2d01b9a28a6cedc2da39db85313d8acee4b1e5c02ed23907c3eea31737 HILL DIVISIONS ARE DEEPENING on the border crisis, Seung Min Kim and Burgess Everett report for POLITICO: "The Democratic-controlled Senate and the Republican-dominated House are heading down seemingly different tracks as they try to address the flood of unaccompanied children crossing the border. ... In the Senate, the Appropriations Committee will begin hammering out a supplemental bill on Thursday ... The funding will be roughly at the $3.7 billion level that President Barack Obama has asked for, or slightly less and it's unclear whether it will include policy changes.... House leaders, meanwhile, are debating whether to move forward on legislation that would provide significantly less funding than Obama is seeking and attaching policy language that would change a 2008 anti-trafficking law to make it easier to return children to their home countries if they're not from Mexico or Canada." http://go.politicoemail.com/?qs=50186a2d01b9a28aaa3f57428ae28a5454c63589cc51ec0cc76e9de2c51527fb http://go.politicoemail.com/?qs=50186a2d01b9a28aaa3f57428ae28a5454c63589cc51ec0cc76e9de2c51527fb ** Presented by JPMorgan Chase & Co.: America works. It's as true today as it has ever been. In cities and towns across the country, governments are functioning and improving people's lives. Businesses are opening, innovating, growing and hiring. Non-profits are developing practical ways to address complex problems. We need to pay more attention to those examples of progress; to learn from them, emulate them and create more opportunity for more Americans to achieve economic progress: http://go.politicoemail.com/?qs=50186a2d01b9a28a69e85ae08afaf5f29f209dfe2b399ef7acd261c3373e9875 http://go.politicoemail.com/?qs=50186a2d01b9a28a69e85ae08afaf5f29f209dfe2b399ef7acd261c3373e9875 ** GOP TURMOIL OVER TERRORISM INSURANCE - Jake Sherman, Zachary Warmbrodt and MJ Lee report for the hometown paper: "Texas Rep. Jeb Hensarling is engaged in yet another behind-the-scenes power struggle with his fellow Republicans, this time over a government-backed program that helps insure property in the case of a large-scale terrorist attack. The issue is dividing the party, pitting conservatives against more traditional pro-business Republicans and members who represent areas with potential terrorist targets. It's also providing an unwelcome headache for a Republican leadership team that's trying to chart a glide path to Election Day. The standoff over the program is shaping up as another test for Hensarling, bringing to the surface simmering frustrations with his chairmanship of the Financial Services Committee among Republican leadership and some members of the panel." http://go.politicoemail.com/?qs=50186a2d01b9a28a0b42319bbefbf74bd5b2a6705f7885c6e472a28a7931dd4d http://go.politicoemail.com/?qs=50186a2d01b9a28a0b42319bbefbf74bd5b2a6705f7885c6e472a28a7931dd4d RAND SEEKS DONORS, TECH GEEKS IN BAY AREA -- POLITICO's Darren Samuelsohn has the story: "Rand Paul goes hunting in San Francisco starting Thursday for two things Democrats usually expect to have locked up in the Golden State: rich technology donors and computer geeks game to leave their jobs to work on a White House campaign. Focusing on a libertarian sliver of the Bay Area's tech crowd, the Kentucky Republican hopes the three-day trip can tap into a powerful resource that could boost his fundraising skills, message delivery and voter turnout - potent technology tools that were a crucial component in President Barack Obama's two general-election victories. But Paul also has a more lofty agenda - using his strongly held views on National Security Agency surveillance, Internet privacy and free markets to broaden the traditional GOP coalition - and perhaps even convince California voters to turn their state red for the first time since George H.W. Bush in 1988." http://go.politicoemail.com/?qs=50186a2d01b9a28aee4d1d644bdacf12e251be3a3328667a44a2c5a04e846267 http://go.politicoemail.com/?qs=50186a2d01b9a28aee4d1d644bdacf12e251be3a3328667a44a2c5a04e846267 HIRING GRIM IN GRIMM'S OFFICE - Our own Anna Palmer has the scoop: "It's a tough time to recruit Capitol Hill staff, if your boss is Michael Grimm. Grimm's deputy chief of staff sent an email Wednesday afternoon asking downtowners to help her find a health and education legislative assistant. 'As you can imagine it hasn't been easy to find a qualified candidate who wants to live on the edge and take a chance working for Rep. Grimm,' wrote Blaire Bartlett. 'Ideally this person would have legislative experience. Hill experience would be great and NYC experience would be amazing, but beggars can't be choosers, right?' The New York Republican lawmaker is facing a 20-count federal indictment, including allegations that he skimmed $1 million from a restaurant he owned before he was elected to Congress in 2010." http://go.politicoemail.com/?qs=50186a2d01b9a28a8782444942e5813ea90188a3ac55a7bdfb16670bc4967d39 http://go.politicoemail.com/?qs=50186a2d01b9a28a8782444942e5813ea90188a3ac55a7bdfb16670bc4967d39 FAA PROBING MALONEY'S DRONE WEDDING VIDEO - The AP's Joan Lowy: "The Federal Aviation Administration indicated Wednesday that it is investigating whether a video of a congressman's wedding last month violated the agency's ban on drone flights for commercial purposes. The agency's carefully worded statement doesn't mention Rep. Sean Patrick Maloney, D-N.Y., by name, but said it was looking into 'a report of an unmanned aircraft operation in Cold Spring, New York, on June 21 to determine if there was any violation of federal regulations or airspace restrictions. ... Maloney is a member of the House Transportation and Infrastructure Committee's aviation subcommittee, which oversees the FAA." http://go.politicoemail.com/?qs=50186a2d01b9a28a90e7af2c67d15cd2f1b4594de464be4464ff6dcdd7a3db33 http://go.politicoemail.com/?qs=50186a2d01b9a28a90e7af2c67d15cd2f1b4594de464be4464ff6dcdd7a3db33 SEN. Democratic Leader Nancy Pelosi holds her weekly press conference at 10:45 a.m. in HVC Studio A. Speaker John Boehner follows in the same location at 11:30 a.m. DOJ ALSO PROBING MISSING IRS EMAILS - Rachel Bade and Mackenzie Weinger have the story for POLITICO: "The Justice Department is investigating the circumstances surrounding the lost Lois Lerner emails, the department said Wednesday night. Deputy Attorney General James Cole, in testimony slated for the House Oversight Committee Thursday morning, will tell lawmakers that part of the department's probe of the IRS tea party controversy includes looking at how the ex-IRS official at the heart of the scandal lost two years worth of emails. 'I can ... tell you that the investigation includes investigating the circumstances of the lost emails from Ms. Lerner's computer,' he will say, according to the testimony." http://go.politicoemail.com/?qs=50186a2d01b9a28a4229dce3671f87b443bcfd55429f7cd83518442e65b0f992 http://go.politicoemail.com/?qs=50186a2d01b9a28a4229dce3671f87b443bcfd55429f7cd83518442e65b0f992 SCOTT BROWN STILL TALKING ABOUT MASSACHUSETTS - Eric Levenson writes for the Boston Globe: "Scott Brown should probably just take Massachusetts out of his vocabulary entirely. In an interview on Boston Herald Radio, Brown, the former Massachusetts senator turned New Hampshire candidate, seemed to mention his disagreements with the 'Massachusetts delegation.' About a minute and a half into the video, Brown gets to talking about his immigration policies. 'That's a big difference between [N.H.] Senator Shaheen and me and many other people - the Massachusetts delegation and Senator Shaheen in particular and the President,' he said. Only one issue: Brown is running for the Senate in New Hampshire after moving there last year." http://go.politicoemail.com/?qs=50186a2d01b9a28a8a28f65009938787fed3097f3f7585ce2d9dbc743f2af2f5 http://go.politicoemail.com/?qs=50186a2d01b9a28a8a28f65009938787fed3097f3f7585ce2d9dbc743f2af2f5 -- The radio show's host, Hillary Chabot, tweeted that Brown actually said "your Massachusetts delegation" since he was speaking with a Massachusetts-based station. @hillarychabot: "Confusion over our @heraldradio intvw with @SenScottBrown - he's ref 'you mass delegation' while talking to bay state radio hosts. #nhsen" http://go.politicoemail.com/?qs=50186a2d01b9a28a6b5974239e98e307ed4905870af90ce8c7647c9708640cff http://go.politicoemail.com/?qs=50186a2d01b9a28a6b5974239e98e307ed4905870af90ce8c7647c9708640cff CONSERVATIVES TRAIN FIRE ON PAT ROBERTS - Alexander Burns reports for POLITICO: "National conservatives are looking toward Kansas in a last-ditch effort to unseat a GOP Senate incumbent this cycle, with one influential outside group launching a new barrage of ads against Republican Sen. Pat Roberts as early as Thursday. Senate Conservatives Action, an arm of the national activist group Senate Conservatives Fund, has reserved several hundred thousand dollars in airtime in Roberts' reelection race. The longtime incumbent faces a challenge from SCF-endorsed physician Milton Wolf, among other candidates. Two media tracking sources confirmed that the group is poised to start a fresh round of ads; one buyer said Senate Conservatives Action had already booked $209,000 in TV time, with that number still likely to grow." http://go.politicoemail.com/?qs=50186a2d01b9a28a3abc673dc35a316cb0185e11d602699af07a77fc820f640e http://go.politicoemail.com/?qs=50186a2d01b9a28a3abc673dc35a316cb0185e11d602699af07a77fc820f640e McDANIEL CAMP STILL VOWING CHALLENGE - Cameron Joseph reports for The Hill: "Mississippi state Sen. Chris McDaniel's (R) lawyers are promising a legal challenge to Sen. Thad Cochran's (R-Miss.) primary win but still failed to produce evidence in a Wednesday press conference.McDaniel and his allies have been arguing that last month's runoff election was tainted by illegal crossover votes from Democrats who'd voted in the Democratic primary, saying there are thousands of questionable ballots that could overturn the 7,667 vote margin. 'We expect to file a challenge within the next 10 days,' McDaniel attorney Mitch Tyner said, claiming that there is 'already enough evidence' to move forward with a challenge. While McDaniel wasn't at the press conference, he does plan on going on a three-day 'truth and justice tour' through the state later this week." http://go.politicoemail.com/?qs=50186a2d01b9a28a6b63c22e9bf5979695af6cb08be3b3af16f36c9802435965 http://go.politicoemail.com/?qs=50186a2d01b9a28a6b63c22e9bf5979695af6cb08be3b3af16f36c9802435965 RACE IN HAWAII'S PRIMARY RACE - National Journal's Emily Schultheis in Honolulu: "The first image many Hawaii voters saw from Brian Schatz this election year was of his Chinese father-in-law, sitting at the kitchen table, helping the senator's half-Chinese daughter make dumplings. That ad, which kicked off what has become the fiercest Democratic Senate primary in the country, was about expanding Social Security benefits. But it was also this white Hawaiian's way of conveying that his family is Asian, too. Neither side in the island state's Senate primary between Schatz and Rep. Colleen Hanabusa is talking explicitly about race and ethnicity. But in the most diverse state in the nation, ethnicity pervades politics-and it informs, behind-the-scenes, the way campaigns are crafting their messages and talking to voters." http://go.politicoemail.com/?qs=50186a2d01b9a28a4213309ed9592baa523ea29cfba781f0862c7d2f33128493 http://go.politicoemail.com/?qs=50186a2d01b9a28a4213309ed9592baa523ea29cfba781f0862c7d2f33128493 LAWMAKERS SLAM CDC OVER BIOSAFETY BREECHES - Alex Wayne reports for Bloomberg: "U.S. lawmakers questioned how the director of the Centers for Disease Control and Prevention could have been surprised by sloppy handling of pathogens in his agency's labs, after years of warnings from investigators. A June incident in which more than 80 CDC workers were potentially exposed to deadly anthrax after live bacteria were transferred to a low-security lab came as a 'wake-up call' for the agency, Tom Frieden, its director, has said. A separate audit found anthrax stored in unlocked refrigerators in unrestricted hallways and bacteria carried in Ziploc bags." http://go.politicoemail.com/?qs=50186a2d01b9a28aef84461cc1b694519b52fca8c70efb7cea9446bf4d2dbacb http://go.politicoemail.com/?qs=50186a2d01b9a28aef84461cc1b694519b52fca8c70efb7cea9446bf4d2dbacb FEINSTEIN, WICKER REVIVE SEERSUCKER THURSDAY - Niels Lesniewski in Roll Call: "One of the Senate's great summer traditions will make a comeback shortly before August recess. In a 'Dear Colleague' letter, Mississippi Republican Roger Wicker and California Democrat Dianne Feinstein are inviting fellow senators to observe 'Seersucker Thursday' at the end of July. Feinstein is a longtime support of the seersucker tradition, and Wicker holds the Senate seat occupied by the founder of the event, Trent Lott. The Senate's Seersucker day was canceled a few years back." http://go.politicoemail.com/?qs=50186a2d01b9a28ac4f7ba32da5ff4ba45c74449af5a990a501140c89269a973 http://go.politicoemail.com/?qs=50186a2d01b9a28ac4f7ba32da5ff4ba45c74449af5a990a501140c89269a973 PENNSYLVANIA'S WALL OF SHAME - Could Congress do something similar? Hunter Schwarz reports for WaPo: "Portraits of four Pennsylvania lawmakers that hang in the State Capitol building in Harrisburg will now indicate they were convicted of a crime. ... The lawmakers' criminal activity will now be inscribed on a plaque that identifies their portraits, and is a result of several members concern over what to do following the two most recent convictions in 2011 and 2012." http://go.politicoemail.com/?qs=50186a2d01b9a28ad8591a341f4ec43ccb83b8fc2f0c4e8a1ca21ea27584d51b http://go.politicoemail.com/?qs=50186a2d01b9a28ad8591a341f4ec43ccb83b8fc2f0c4e8a1ca21ea27584d51b WEDNESDAY'S TRIVIA WINNER -- Lucas Swanepoel was first to correctly that Kenneth McKellar, a former senator and congressman, was the longest serving member of Congress in Tennessee history.
