<div>I spoke with Leonardo for a little while yesterday. First he wanted to send his apologies for the delay as things have been very hectic on their end since he left DC.</div>

<div>His thoughts are as follows (broken into two sections <STRONG>Haiti </STRONG>and <STRONG>Potential Immediate Opportunities</STRONG>):</div>

<div><STRONG>Haiti:</STRONG> Following the trip to DC they went to Haiti. From this trip he understood that they need to put some more time in helping the government develop their priority projects/plans because the government just came in place and their plans are not complete and may change somewhat from the previous administration. Thus, he feels they need a few months to work with the new government developing the priority projects before they would be at a point where they would have projects for us to help develop that bridge between the government and financers. If you know of some immediate projects that the financers are ready to finance that OAS could go after then they would be interested and ready, but otherwise he feels they need a little more time working with the new government to develop priority projects.</div>

<div><STRONG>Potential Immediate Opportunities:</STRONG></div>

<div>1. If there are opportunities in Columbia or the Eastern European countries that you know of they would be interested</div>
<div> </div>
<div>2. Who are your contacts in Argentina that you feel could be leveraged? In Argentina they have a number of people who are helping or were supposed to help, but with varying degrees of success. If Leonardo knows which contacts you feel you have in Argentina he will discuss wit the OAS Argentina team to know if this could help them in their efforts in Argentina.</div>

<div>3. Raising equity capital for PPP projects they have in Costa Rica, Brazil, etc. Do you think there are infrastructure funds/investors that you know who could provide capital for projects?</div>

<div>Leonardo said we should re-submit a detailed financial proposal along with the letter so he can at least start showing to the various decision-makers in OAS (CEO, CFO, etc.).</div>

<div>Let's talk about the above. I am in Mali this week and Portugal next week, so I may need a day or so advance notice to make sure I block off the time. After that then maybe it may also be a good idea to set up a call to talk through some of this more with Leonardo. </div>
