07/14/2016 07:50 AM EDT By Heather Caygle (hcaygle@politico.com or @heatherscope) With assistance from Rachael Bade and Jennifer Haberkorn HOUSE FREEDOM CAUCUS RATTLES CAGE ON IRS-Members of the House Freedom Caucus are expected to head to the floor this morning, following up on a plan they set in motion Wednesday to force a vote to impeach IRS Commissioner John Koskinen. As soon as the House gavels in, Rep. John Fleming is expected to make a motion and set the clock for the countdown to the vote, with several Freedom Caucus members likely to join him to second and third the privileged motion. The move goes against GOP leaders, who worry it will lower the bar for such extreme actions in the future, report Rachael and Bres. See ya later: This is the last day the House will be in session until September so a vote on the motion likely won't happen until the fall. House GOP leaders nixed a planned Republican conference meeting this morning but Speaker Paul Ryan will still hold his weekly press briefing later this morning. What's the big deal: "The move is the Freedom Caucus' most outward act of defiance against Ryan since he took the gavel last fall - and a repeat of the tactics conservatives used against ex-Speaker John Boehner of Ohio before he resigned." http://go.politicoemail.com/?qs=c611ee5640f7132f14e540a596bc94efa38c4a5a6fab59e3666dcf24993d8b6e MURPHY LAUNCHES NEW GUN CONTROL GROUP- Seung Min brings you the exclusive details, hot out of the scoops oven this morning: "Sen. Chris Murphy, backed by other Democratic lawmakers who led headline-grabbing filibusters and sit-ins demanding action on guns, is launching a new fundraising initiative aimed at raising cash for congressional candidates who pledge to make gun control a marquee priority. The new effort, called the 'Fund to End Gun Violence,' will be directed through the Connecticut Democrat's campaign operation." Sens. Chuck Schumer and Cory Booker and Reps. Katherine Clark and Robin Kelly are also jumping on board, reports SMK. "We can sit in, filibuster, call for the vote," Kelly said. "But unless we have the right people in place for the vote when the vote is called for these measures, we're not gonna get anywhere fast." The story: http://go.politicoemail.com/?qs=c611ee5640f7132fb0d59e52e4c885a24b4ccb4dbf9906a50e7fa0b550428cd5 RNC SPEAKERS RELEASED THIS A.M.-The RNC has released its list of speakers at the Republican Convention next week and in addition to Speaker Ryan and Senate Majority Leader Mitch McConnell, several lawmakers will be stepping up to the podium. The lineup includes Reps. Mike McCaul, Marsha Blackburn, Chris Collins, Ryan Zinke, Sean Duffy, House Majority Leader Kevin McCarthy and Sens. Tom Cotton, Ted Cruz, Shelley Moore Capito and Joni Ernst. http://go.politicoemail.com/?qs=c611ee5640f7132fb9e5cad5194a268c4ba3e49b31cf2bb3800f9b73934a69dc YOU DOWN WITH TPP? NO. If there's one thing Hillary Clinton and Donald Trump agree on, it's how to sink trade deals. Burgess Everett and Doug Palmer with the story: "In a striking divergence from typical Capitol Hill fingerpointing, Democrats and Republicans alike are declining to blame each other for the dimming prospects of passing the sweeping free trade deal with 11 Pacific Rim countries. Instead, there's bipartisan agreement that it's all the fault of Trump and Clinton, both of whom strongly oppose the Trans-Pacific Partnership." http://go.politicoemail.com/?qs=c611ee5640f7132f4dbab0f74bdb8fa8468cccd0b63b7220f34f69a5c5aac7c2 HILLARY'S HERE TODAY: Hillary Clinton is back on the Hill today to lunch with Senate Democrats, their last caucus meeting before summer recess. And this time she comes equipped with Sen. Bernie Sanders' endorsement, something she didn't have when huddling with House Democrats a few weeks ago. WE'RE SO CLOSE TO RECESS, it's Thursday, July 14. You're reading POLITICO's Huddle, your play-by-play guide to all things Capitol Hill. If you click one thing today, make it this video of a corgi going down a waterslide in slo mo: http://go.politicoemail.com/?qs=c611ee5640f7132f50ce89cf90c7bb086d75e8ddcd2e40941f8a89a1aa72eb15 You're welcome. The multi-pronged plan comes after a wave of gun violence in recent months and aims to sharpen the contrast between Democrats and Republicans, whose efforts to bring a gun control bill to the floor have stalled. "Military security, first and foremost, but also people are concerned about the security of their jobs, paychecks and security of their own voice in this democracy," Rep. Steve Israel told Huddle in an interview. "We're tying those three things together in one disciplined message." The roll-out doesn't come until noon but we've got the details for you now: http://go.politicoemail.com/?qs=c611ee5640f7132ff09b56866cd8f0e103332603d3d97a166b6e1cae41558bb6 McCONNELL'S JUDGE BLOCKADE-Sen. Mitch McConnell is making history as majority leader, but not for something he wants to brag about. Seung Min with the story: "Supreme Court nominee Merrick Garland may be the most prominent casualty of the GOP-controlled Senate's election-year resistance on the federal judiciary - but the pace of overall judicial confirmations under Mitch McConnell is on track to become the slowest in more than 60 years. Under the McConnell-led Senate, just 20 district and circuit court judges have been confirmed at a time when the vacancies are hampering the federal bench nationwide, according to the Congressional Research Service." http://go.politicoemail.com/?qs=c611ee5640f7132f031d5f5986e4937444e7a765f1817560fc4a5f0886764144 PORTMAN TAKES LEAD IN NEW POLL-The Cincinnati Enquirer: "Sen. Rob Portman has taken the lead in Ohio's hotly contested U.S. Senate race, according to a new poll released Thursday. The poll conducted by Quinnipiac University shows Portman 7 percentage points ahead of his Democratic challenger, former Gov. Ted Strickland. It's a significant shift in Portman's favor, coming after previous polls showing Portman behind or locked in a virtual tie with Strickland." http://go.politicoemail.com/?qs=c611ee5640f7132f4bf090ffb21150e205bc42d1e74dc6d292d5d84dc825a117 OPIOID BILL GOING TO THE PRESIDENT-Bipartisanship, it happens sometimes. "I think what the sitting justice said was obvious to every American," Rep. Joe Crowley, vice chairman of the House Democratic Caucus, told reporters Thursday. Dem Caucus Chairman Xavier Becerra also weighed in: "Just because you become a Supreme Court justice, you don't lose your First Amendment rights."
