07/08/2016 08:19 AM EDT By Heather Caygle (hcaygle@politico.com or @heatherscope) CAPITOL HILL CONDOLENCES AFTER DALLAS-Thoughts, prayers and outrage have started to roll into inboxes and Twitter feeds from members of Congress following the shooting deaths of five police officers last night during a protest rally in Dallas. But it's unclear if the latest in a summer wave of gun violence will dramatically shift the gun control debate in Congress. "It's my hope this morning that as I go about my job and others do, that we remember that Dallas is a kind and loving city," Dallas-area Rep. Pete Sessions told the local NBC affiliate this morning. "We must heal ourselves in this country, not just in Dallas." At least 11 officers were shot, according to CNN, most of them by snipers, as a crowd of demonstrators marched peacefully down the street, protesting the deaths of two black men killed by police in Minnesota and Baton Rouge earlier this week. 'Dangerous situation': Senate Majority Whip John Cornyn, at the Capitol Thursday night for a late round of votes, called the shooting and potential aftermath "a very dangerous, potentially dangerous" situation, Roll Call reports. "I don't think people ought to be retaliating against police officers in Dallas for what they perceive to be an injustice in another part of the country," Cornyn said. Just heartache. We must heal this gaping wound with trust and respect for all. So much work to do. Oof: Former Rep. Joe Walsh tweeted (and has since deleted): "This is now war. Watch out Obama. Watch out black lives matter punks. Real America is coming after you." http://go.politicoemail.com/?qs=c990e7ef3f3e7caaab8dc94ee530e47fd2abcf9e3bbc925a9e346b56d0309bd0 Outside of the Capitol last night: Several House Democrats joined demonstrators marching from the Hill to the White House in a Black Lives Matter protest and leading chants of "no justice, no peace." CNN: http://go.politicoemail.com/?qs=c990e7ef3f3e7caa8a6613f201ec69beac220ed50c795824908d32c1ec1bdbe4 CBC members will be holding a morning press conference on gun violence after calls yesterday to meet with top federal law enforcement officials over recent events. But: It's unclear if the latest gun tragedy will bring lawmakers together on any kind of gun control proposal. House Republicans on Thursday indefinitely delayed votes on an "anti-terrorism" package that was to include some kind of gun control bill after pushback from both Democrats and hard-line conservatives. Rachael and Bres with more: "As Democrats are pushing Speaker Paul Ryan (R-Wis.) for votes on their gun control proposals, taking to the House floor Thursday to read the names of victims of gun violence, Republicans can't agree among themselves on what they will support in a gun package. While some in House leadership hold out hope for a vote before the July 15 recess, sources cautioned that much work remains to get there." http://go.politicoemail.com/?qs=c990e7ef3f3e7caacd471635c293be8610917c386cc33325d5e8c4e5a7e318b8 NO CHANGE AFTER TRUMP VISITS HILL-Donald Trump was on Capitol Hill Thursday but if you expected the bombastic businessman to extend an olive branch to his loudest GOP critics in an effort to unify the party, you don't know Trump. Our story: "House members already wary of Trump were even more skeptical after seeing him in person, their concerns about his standing among Latinos and praise for Saddam Hussein undiminished. It was even worse with senators, as Trump seemed more intent at times on settling scores than mending fences, calling out his critics in front of the bulk of the Senate GOP Conference." Trump got into a tense exchange with Sen. Jeff Flake, accused Sen. Ben Sasse of wanting Hillary Clinton to be president and took shots at Sen. Mark Kirk, even though Kirk wasn't at the meeting to defend himself. The meeting with House members didn't seem as eventful but several lawmakers left saying they were perplexed about why Trump doubled down on his Hussein comments. "It's awkward. It's really awkward," said Rep. Adam Kinzinger after leaving the meeting. http://go.politicoemail.com/?qs=c990e7ef3f3e7caa76b6b9980ff2b170199408158f90213bbd9aab601cfc2faa LET'S DO THIS FRIDAY, July 8. Good morning and thanks for reading POLITICO's Huddle, your play-by-play guide to all things Capitol Hill. TODAY IN CONGRESS - The House meets at 9 a.m. with first and last votes for the week starting around 11 a.m. The Senate is out, resting up over the weekend after a late-night vote series Thursday. AROUND THE HILL- Members of the Congressional Black Caucus will hold a press conference on legislation to prevent gun violence at 10 a.m. in HVC Studio A. The House Select Committee on Benghazi will have a closed meeting to approve its report at 9 a.m. in HVC-301. Rep. Jason Chaffetz will speak at a forum on federal sentencing reforms at 10 a.m. in Rayburn 2237. RUBIO TO ATTEND TRUMP ROUNDTABLE- "Donald Trump will be in Miami on Friday to give what's advertised as a 'policy speech' and to meet with Hispanic political leaders in an attempt to cobble together support in a region that has so far spurned him. But before he speaks, Trump will meet with a onetime rival: U.S. Sen. Marco Rubio," reports Matt Dixon. At least until this week, when the FBI announced it wouldn't pursue charges against Hillary Clinton for mishandling classified information as secretary of State. Rachael with the story: "Ryan jumped with both feet into the Clinton email controversy this week after avoiding it for well over a year. ... The speaker's office is even considering offering a House companion measure to a Senate proposal that would revoke security clearance for Clinton and her closest staffers, according to senior GOP leadership aides." Reality check: "While the idea is mostly symbolic - President Barack Obama would never sign such legislation into law - Ryan's actions amount to a sea change in tone and posture for the Wisconsin Republican, who tends to favor white papers and budget charts over partisan finger-pointing and scandal-hunting." http://go.politicoemail.com/?qs=c990e7ef3f3e7caa0b5e44a1aaafc19eb575f872ed3aaf0bb2b6cf205e16cb69 Related read: House Republicans grilled FBI Director James Comey over the Clinton email decision Thursday. There weren't any "bombshell revelations" during the five-hour hearing but some of Comey's statements could be used by Republicans in attack ads leading up to the election. Seung Min with the wrap up: http://go.politicoemail.com/?qs=c990e7ef3f3e7caa0254a274cf7152aaa884b266c9ac84f3b815e4e287162a5d DEMOCRATS BLOCK DEFENSE BILL- Any long-shot hope of a cooperative appropriations season this year are now dashed. The Hill: "Senate Democrats blocked a Defense Department spending bill on Thursday night, marking the third appropriations bill derailed in recent weeks. Senators voted 50-44 on moving forward with a House-passed military spending bill, which would have been used a vehicle for the Senate's own legislation. Sixty votes were needed to move forward and formally start debate. ...Democrats objected to the legislation because of larger concerns that Republicans wouldn't hold up a two-year budget deal." http://go.politicoemail.com/?qs=c990e7ef3f3e7caa011bf8068c0847832b1fb13590895ffdd75e355258593e9f Tweet du jour: Connor O'Brien (@connorobrienNH): If it wasn't clear before now, it looks like this vote could close the book on the 2016 appropriations season. BROWN IN COURT TODAY ON CORRUPTION-Rep. Corrine Brown will appear in a Florida court this afternoon to be arraigned on corruption charges. Orlando Sentinel: "The charges are related to the Jacksonville Democratic lawmaker's involvement with an unregistered charity in Virginia. The officials, citing grand jury secrecy rules because the indictment remains sealed, declined to provide the exact nature of the charges." http://go.politicoemail.com/?qs=c990e7ef3f3e7caac953afacc3453b157c9929bc6343d0ecf5b1c44abcbdd3c0 WILL GOP CONVENTION BE UBER FREE? Tony Romm: "When GOP leaders gather in Cleveland this month to nominate Donald Trump, the Uber brand that's become the darling of many Republicans won't be playing a prominent role at the convention. While Uber will serve as the official transportation provider for the Democratic convention in Philadelphia, offering an exclusive service that shuttles delegates and other top party officials around town, that perk won't be available to the GOP because the two sides failed to reach a deal, the company told POLITICO." http://go.politicoemail.com/?qs=c990e7ef3f3e7caa4cbaee997b0cb1afd3a3ec1ccd729cda8f09041ea419e782 HEWITT BACKING SANCHEZ IN CALIFORNIA-Conservative radio host Hugh Hewitt said he's backing Democratic Senate candidate Loretta Sanchez in the California Senate race. The Huffington Post: "'I've known Loretta Sanchez forever,' he said. 'And she's going to make a great senator.' Sanchez, who has served in Congress for two decades, has positioned herself as a moderate alternative to [opponent Kamala] Harris." http://go.politicoemail.com/?qs=c990e7ef3f3e7caa44cb6b116c462e1e4a37c038f4b4402042a88b84cc18b6bf THURSDAY'S TRIVIA WINNER - Senate Majority Leader Mitch McConnell was the first to correctly guess that James Buchanan is the most recent secretary of State to serve as president. And thanks to Paul Lembesis, who was first to note that there were actually six, not five, previous secretaries of State turned presidents. TODAY'S TRIVIA - Senator McConnell brings us today's question: Who was elected to serve a full-term and succeed Daniel Webster in the Senate when he was appointed Sec of State and by which President? The first correct answer to this two-part question gets a mention in Monday's Huddle.
