AMY MONAHAN: Public-sector unions are suing to block changes by many
U.S. states and cities, including San Jose, aimed at fixing
poorly-funded public pension plans. "There is no nice, simple rule that
governs such changes. Legal protections for public pensions are
developed under each state’s laws and vary significantly." California
courts should establish the legal basis for creating a right to future
pension benefits. [Link]

today, he will present himself as a champion of free-market capitalism
in opposition to an overweening government. His position would be more
convincing if he and his bank weren’t some of the country's largest

EDITORS write, “Now that Greek voters have done the right thing, it's
Angela Merkel's turn. . . . Greece will now need more money, much of it
German, if its new government is to last more than a few months.”
