By Theodoric Meyer | 07/21/2016 10:00 AM EDT With Elena Schneider, Scott Bland, Kevin Robillard and Maggie Severns The following newsletter is an abridged version of Campaign Pro's Morning Score. For an earlier morning read on exponentially more races - and for a more comprehensive aggregation of the day's most important campaign news - sign up for Campaign Pro today. (http://www.politicopro.com/proinfo) 'VOTE YOUR CONSCIENCE' - "Cruz snubs Trump," by POLITICO's Shane Goldmacher in Cleveland: "Ted Cruz refused to endorse Donald Trump in daring and dramatic fashion on Wednesday, telling delegates to "vote your conscience" in a 20-minute snub that played out in slow-motion on national television. 'We deserve leaders who stand for principle, who unite us all behind shared values, who cast aside anger for love,' Cruz said. 'That is the standard we should expect from everybody.' It was a standard that Cruz determined Trump did not meet. The Texas senator, who is widely believed to already be planning to run for president again in 2020 paused dramatically toward the end of his speech as the delegates shouted for him to endorse Trump." http://go.politicoemail.com/?qs 2d8e91fd5c91a1b340ef784ee99416c36883a5b50e7d86c1e4664ab65abcf9 - Chris Christie called it "an awful, selfish speech" afterward: http://go.politicoemail.com/?qs 2d8e91fd5c91a14ef000ead752e31ce85f6eafac86bfa5bd361964955bcbc4 - POLITICO's Burgess Everett and Seung Min Kim have more reactions: http://go.politicoemail.com/?qs 2d8e91fd5c91a1dab858d200fdb113b7c3c1844e81379ad85fb87178403841 - "Pence seeks to unify after Cruz," by POLITICO's Nick Gass and Matthew Nussbaum: "After largely being overshadowed by Trump during his official debut last weekend, [Mike Pence] used the prime-time stage on Wednesday night to bridge the divide between the conservatives who have fallen in line behind Trump and those still holding out. He also tested out his new role as Trump's No. 1 attack dog on Hillary Clinton." http://go.politicoemail.com/?qs 2d8e91fd5c91a16042523c06d04e09edd8d662ac195e31879d8a9f34b1c1c0 FUNDRAISING UPDATE - "Trump starts stashing cash in the bank," by POLITICO's Isaac Arnsdorf: "The Trump campaign dramatically improved its financial position in June, ending the month with $20.2 million cash on hand. The latest campaign finance report, filed on Wednesday with the Federal Election Commission, must be a huge relief to Republicans after the prior month's dismal $1.3 million cash position sparked widespread panic and dismay. ... Donald Trump almost caught up to where the Mitt Romney campaign was four years ago, with $22.5 million on hand at the end of June 2012." - "The Trump campaign reported $26.7 million in contributions in June, 45 percent of which came in checks smaller than $200 - an impressive debut for a small-dollar fundraising operation that was previously nonexistent. Trump pitched in a little more than $2 million, making good on his pledge to match that amount in response to the campaign's first fundraising email last month." http://go.politicoemail.com/?qs 2d8e91fd5c91a1b340ef784ee99416c36883a5b50e7d86c1e4664ab65abcf9 MEANWHILE, IN NEW HAMPSHIRE - "Ayotte goes local during summer of Trump," by Campaign Pro's Kevin Robillard in Claremont, N.H.: http://go.politicoemail.com/?qs 2d8e91fd5c91a14ea239914df86c38912c06d87ca4fae0fdc84a1580ad45f4 (NOT) SPENDING ALERT - GOP super PAC cancels major Wisconsin buy: "Freedom Partners Action Fund, the super PAC backed by the Koch brothers' network of wealthy Republican donors, has canceled $2.2 million worth of TV reservations for GOP Sen. Todd Young. Tencher managed Sen. Gary Peters' winning campaign in Michigan in 2014 and Sen. Joe Donnelly's victory in Indiana the election before that, when Donnelly beat Republican Richard Mourdock (whose late comments about rape won him national notoriety) in 2012 despite President Barack Obama losing Indiana by 10 percentage points. Tencher is taking a leave of absence from his public affairs firm to serve as Bayh's campaign manager. - Other key players in the Bayh campaign: finance director Emily Gurwitz, a former Bayh staffer; media consultants Bill Knapp and J.B. Poersch of SKDKnickerbocker; pollster Fred Yang of Garin-Hart-Yang Research Group; the digital firm Rising Tide Interactive; and national finance consultants Fulkerson Flanagan & Company. Dan Parker, a longtime political aide to Bayh, will serve as a senior adviser to the campaign. http://go.politicoemail.com/?qs 2d8e91fd5c91a13d2b77ad3e5adba7eda6a385e1750497de18748bb9432ba7 FIRST IN SCORE - DSCC pulls in $8.6 million, outraising NRSC in June: The DSCC raised $8.6 million in June, outraising the NRSC and giving the Democratic committee $29 million in cash on hand. The NRSC raised over $6.5 million in June, the committee said ahead of Wednesday's FEC deadline, and finished the month with about $26.4 million on hand. - DCCC outraises NRCC: The DCCC raised $12.1 million in June, besting the NRCC, although the Republican committee still has more cash on hand. The DCCC spent $6 million and had $57.3 million in cash on hand at the end of the month. The NRCC raised $9.3 million and spent $2.9 million, with $63.3 million left in cash on June 30. - Where the big Dem super PACs raised their money in June: http://go.politicoemail.com/?qs 2d8e91fd5c91a1c58cc3c2530fe0ee48491c28cbc8dc1d85869fb2ed67c74d POLL POSITION - Hassan 45, Ayotte 42 in New Hampshire: GOP Sen. Kelly Ayotte and Democratic Gov. Maggie Hassan's Senate race continues to be tight, with Hassan taking 45 percent to Ayotte's 42 percent in the latest WMUR Granite State Poll. But Hassan's favorability has dipped for a fifth consecutive poll dating back to last summer, during which time she has faced a barrage of attack ads. Forty-eight percent of respondents viewed her favorably in the latest survey, while 35 percent viewed her unfavorably. Ayotte, who has faced her share of Democratic attack ads as well, was seen favorably by 42 percent and unfavorably by 40 percent. http://go.politicoemail.com/?qs 2d8e91fd5c91a1435d534d791670e8e6ee709d6a4817c045c725297c1fd966 AIR SUPPORT - "Two groups pump $900,000 into pro-Rubio TV ads," by POLITICO Florida's Matt Dixon: Rubio's super PAC, Florida First Project, is spending hundreds of thousands hitting primary opponent Carlos Beruff, who trails by huge amounts in public primary polls. "The other group supporting Rubio is the American Future Fund, which ... will start running [ads] Thursday and go through the end of the month." http://go.politicoemail.com/?qs 2d8e91fd5c91a16104ff4b024f5d43050fac4e967a2a56cbdf5d5e71daaa79 - House Liberty Project attacks Huelskamp challenger in TV ad: The new super PAC is attacking KS-01 Republican Roger Marshall as "Washington's candidate" with a "six-figure, multi-platform media campaign" ahead of the Aug. 2 primary. (The group raised $45,000 in the second quarter but apparently has additional cash to spend now.) Its ad accuses Marshall of "receiv[ing] thousands from Washington lobbyists" and supporting "amnesty for illegal immigrants," an internet sales tax, and "handouts for companies in China and Saudi Arabia." The United States Court of Appeals for the Fifth Circuit, in New Orleans, found that the law had a discriminatory effect on blacks and Latinos, who often lack the forms of identification required under the Texas law. But the ruling did not strike down the law entirely, ruling instead that new procedures must be found to assist potential voters lacking the required identification." http://go.politicoemail.com/?qs 2d8e91fd5c91a1538d1de60d3c9ee37834317c589e7a40b183eb183dd9478e PRESIDENTIAL SPEED READ - "Donald Trump plays down role of U.S. in global crises," by The New York Times' David E. Sanger and Maggie Haberman: "During a 45-minute conversation, Mr. Trump re-emphasized the hard-line nationalist approach that has marked his improbable candidacy, describing how he would force allies to shoulder defense costs that the United States has borne for decades, cancel longstanding treaties he views as unfavorable, and redefine what it means to be a partner of the United States. ... He even called into question whether, as president, he would automatically extend the security guarantees that give the 28 members of NATO the assurance that the full force of the United States military has their back. For example, asked about Russia's threatening activities that have unnerved the small Baltic States that are the most recent entrants into NATO, Mr. Trump said that if Russia attacked them, he would decide whether to come to their aid only after reviewing whether those nations 'have fulfilled their obligations to us.'" http://go.politicoemail.com/?qs 2d8e91fd5c91a1e8c476fd7f4233bfa3ecdb1a0ac2f7ea63a67f4a8bbcdf8e - "White House hopefuls court early-state kingmakers in Cleveland," by POLITICO's Seung Min Kim and Kenneth P. Vogel in Cleveland: "Tom Cotton joked that he wouldn't pander to Iowans. Then, at a luncheon with the state's convention delegates here this week, he proceeded to tip his hat to the 'center of the political universe.' 'I'm just going to say that I am the only politician who will speak to you this week who loves Iowa so much that I married a girl born in Iowa," the Republican senator from Arkansas told the crowd. Even as Donald Trump was officially anointed the GOP nominee, a host of ambitious Republicans are using their time in Cleveland to snag face time with early state kingmakers, court wealthy donors and raise their nationwide profile - all to lay the groundwork for a future national run." Ohio Gov. John Kasich, Wisconsin Gov. Scott Walker and Texas Sen. Ted Cruz have all held such events this week. http://go.politicoemail.com/?qs 2d8e91fd5c91a10383d80e5d408c5ee5874019d7ce757c0335f23a07e16d97 - "Bill Clinton said to back Virginia's Tim Kaine for vice president," by The New York Times' Amy Chozick and Jonathan Martin: "As Hillary Clinton prepares to make her choice for a vice-presidential candidate, Bill Clinton has privately expressed his support for Senator Tim Kaine of Virginia, according to three Democrats briefed on the conversations with the former president this week. Mr. Clinton believes that Mr. Kaine, 58, a former governor and member of the Senate Armed Services Committee, has the domestic and national security résumé that both appeals to voters and makes him prepared for the presidency." http://go.politicoemail.com/?qs 2d8e91fd5c91a1877b726843970294d4d793f0db0a6f338853bb05a202b7a9 CODA - QUOTE OF THE DAY: "I mean, I feel left-wing coming here!" - Nigel Farage, the UK Independence Party leader and Brexit champion, told The Wall Street Journal that parts of the Republican National Convention were too conservative for him. http://go.politicoemail.com/?qs 2d8e91fd5c91a1cfdd961543a06f3cdb6b5a4900baeb9200d120282aee873f ** A message from Sinclair Broadcast Group: News, opinions, and entertainment surround us 24/7, yet a fundamental truth remains, whether for competitive races or impactful ballot measures, the TV commercial reigns as the medium for reaching potential voters.
