Sen. Susan Collins (R-Maine) says she opposes the latest Graham-Cassidy version of Obamacare repeal, joining GOP Sens. John McCain and Rand Paul in providing a decisive third no vote. Senate Republicans can only lose two votes and still pass a bill.

Republicans have not yet decided whether to hold a vote on the health care plan this week and will hold a caucus meeting on Tuesday to discuss the matter, senators said.
