Today's Playbook Power Briefing presented by Morgan Stanley By ANNA PALMER (anna@politico.com; @apalmerdc), JAKE SHERMAN (sherman@politico.com; @JakeSherman), DANIEL LIPPMAN (daniel@politico.com; @dlippman) and ZACH MONTELLARO (zmontellaro@politico.com; @ZachMontellaro) Good FRIDAY afternoon. PRESIDENT DONALD TRUMP will travel to Asia at the beginning of November, the White House announced. He'll visit Japan, South Korea, China, Vietnam, and the Philippines from Nov. 3 through the 14th. He'll also visit Hawaii. THE BUDGET LANDS, WITH A TAX BILL TIMELINE -- WaPo's Mike DeBonis: "Senate Republicans are preparing to at least partially abandon their quest to repeal the Affordable Care Act and pivot instead to a massive tax overhaul, according to draft budget legislation released Friday. The budget document is a key precursor for any tax bill, setting out procedures that will allow the legislation to pass with a simple 51-vote majority rather than the usual 60-vote supermajority. According to the draft released Friday, the Senate Finance Committee and House Ways and Means Committee will have until Nov. 13 to draft tax bills that cost no more than $1.5 trillion in lost revenue. "Republicans believe they will offset that lost revenue with increased economic growth prompted by the tax plan. The Senate GOP budget is set to balance in 10 years, assuming average economic growth of 2.6 percent -- the same assumption made in the pending House budget, according to the draft. The Senate Energy and Natural Resources Committee will also receive instructions to submit legislation under the special 'reconciliation' process, allowing it to be wrapped into the tax bill. The draft resolution will ask that committee to identify at least $1 billion in deficit savings. That is widely seen as a pathway to open the Arctic National Wildlife Refuge to oil and gas drilling -- a key priority for the panel's chairman, Sen. Lisa Murkowski (R-Alaska). The budget does not direct the Senate Health, Education, Labor and Pensions Committee or the House Energy and Commerce Committee to draft legislation - a signal that Republicans are stepping aside, for now, from their abortive health-care efforts." http://go.politicoemail.com/?qs=48803068e6154f35b149bc78bc5aee3b1911d8a7d5427135ae42acd45ba7fa5efb97502ec8991db175431aadc4ab51c48fd3c6dea50945fb -- "Trump pledges 'giant, beautiful, massive' tax cut," by Nolan McCaskill http://go.politicoemail.com/?qs=48803068e6154f35c8cabd4ccb8758fd48b6dd794db1e5388bb5255ed51b5638ce3301f6605043ea7dbb9dfca058df868e1ef8d760d1a797 NOT A GOOD LOOK -- "U.S. responded to Haiti quake more forcefully than to Puerto Rico disaster," by WaPo's Aaron Davis, Dan Lamothe and Ed O'Keefe: "After an earthquake shattered Haiti's capital on Jan. 12, 2010, the U.S. military mobilized as if it were going to war. Before dawn the next morning, an Army unit was airborne, on its way to seize control of the main airport in Port-au-Prince. Within two days, the Pentagon had 8,000 American troops en route. Within two weeks, 33 U.S. military ships and 22,000 troops had arrived. More than 300 military helicopters buzzed overhead, delivering millions of pounds of food and water. "No two disasters are alike. Each delivers customized violence that cannot be fully anticipated. But as criticism of the federal government's initial response to the crisis in Puerto Rico continued to mount Thursday, the mission to Haiti -- an island nation several hundred miles from the U.S. mainland -- stands as an example of how quickly relief efforts can be mobilized. "By contrast, eight days after Hurricane Maria ripped across neighboring Puerto Rico, just 4,400 service members were participating in federal operations to assist the devastated island, an Army general told reporters Thursday. In addition, about 1,000 Coast Guard members were aiding the efforts. About 40 U.S. military helicopters were helping to deliver food and water to the 3.4 million residents of the U.S. territory, along with 10 Coast Guard helicopters." http://go.politicoemail.com/?qs=48803068e6154f356b86c84edde1e79822644c1b934c8f791920ee7f0843632e638223f7abd236c47223e55c0898dc4b4a8e88d62269b474 -- "Trump faces growing backlash over Puerto Rico response," by Louis Nelson http://go.politicoemail.com/?qs=48803068e6154f3522c366015ada71c25b21689a449fd2ad099150467e169b1dae44a86830cd97b5dbab23c4dce2476358c716778d193a46 ON THE PRESIDENT'S MIND -- @realDonaldTrump at 7:14 a.m.: "Puerto Rico Governor Ricardo Rossello just stated: 'The Administration and the President, every time we've spoken, they've delivered......" ... at 7:18 a.m.: "...The fact is that Puerto Rico has been destroyed by two hurricanes. Big decisions will have to be made as to the cost of its rebuilding!" ... at 9:30 a.m.: "Thank you to FEMA, our great Military & all First Responders who are working so hard, against terrible odds,in Puerto Rico. See you Tuesday!" ... at 9:39 a.m.: "RECORD HIGH FOR S & P 500!" -- "San Juan mayor: 'Dammit, this is not a good news story'," by CNN's Daniella Diaz: "San Juan Mayor Carmen Yulín Cruz reacted with shock and anger to acting Homeland Security Secretary Elaine Duke on Friday, saying Puerto Rico's recovery is 'not a good news story.' "'This is a 'people are dying' story,' she said in disbelief. Cruz was referencing Duke's comments from Thursday, when the Trump administration official said she was satisfied with the government's response to help Puerto Rico's recover from Hurricane Maria. 'I know it is really a good news story in terms of our ability to reach people and the limited number of deaths that have taken place in such a devastating hurricane,' Duke said. "'Well maybe from where she's standing it's a good news story,' Yulín Cruz told CNN's Alisyn Camerota after she was played the clip on 'New Day.' 'When you're drinking from a creek, it's not a good news story. When you don't have food for a baby, it's not a good news story. When you have to pull people down from buildings -- I'm sorry, that really upsets me and frustrates me.'" http://go.politicoemail.com/?qs=48803068e6154f358f2d2d762a7a275c86f9611cb6fc6e4b1fe32c709702f4bc12466ea68fb2b3c665da1865d42179fc4191a6205b1abc90 ****** A message from Morgan Stanley: The energy-efficiency movement has evolved into a tech-savvy, industrial-strength global business offering substantial savings-and investment opportunities. The building sector of today focuses on delivering state-of-the-art building materials, equipment and energy management, driven by rising global demand for "green buildings." "The decision deals a blow to already delicate ties between the U.S. and Cuba, longtime enemies who only recently began putting their hostility behind them. The embassy in Havana will lose roughly 60 percent of its U.S. staff, and will stop processing visas in Cuba indefinitely ... "In a new travel warning to be issued Friday, the U.S. will say some of the attacks have occurred in Cuban hotels, and that while American tourists aren't known to have been hurt, they could be exposed if they travel to Cuba. Tourism is a critical component of Cuba's economy that has grown in recent years as the U.S. relaxed restrictions. For now, the United States is not ordering any Cuban diplomats to leave Washington, another move that the administration had considered." http://go.politicoemail.com/?qs=48803068e6154f35673b58382a635411c4fca47c7bb3ec1f798187364cf9ec21c6f556625099ac76ce196e58e298d581e80251c706bda00c NO WHITE HOUSE press briefing today. DEM STRATEGERY -- "Democrats see Trump, health care as albatrosses for tax reform," by Colin Wilhelm: "A memo from the political wing of the liberal Center for American Progress, CAP Action Fund, circulated to congressional offices on Thursday, calls for Democrats to tie Republicans' ambitions to Trump, especially the ways in which he could benefit from the plan his White House helped draft. The memo, which was provided to POLITICO, also advises that the cuts demanded by House conservatives in the budget resolution that will be used as the vehicle for tax reform could come from health programs. Democrats should tie those two topics together the same way they branded Republican attempts to repeal Obamacare as a tax cut for the wealthy, the memo argues." Perez "gave a detailed outline of how he hopes to rebuild from the ground up and invest in races from the school board to the White House," one attendee told us. "Every state legislative race matters, he said and 'we will compete across the country' in every one. He made the case that an investment in the DNC makes sense again." FED WATCH -- "Trump Meets With Kevin Warsh About Fed Chairman Job," by WSJ's Michael Bender: "President Donald Trump and Treasury Secretary Steven Mnuchin met with Kevin Warsh on Thursday to discuss his potential nomination as the next Federal Reserve chairman, a White House official said, signaling that the West Wing is moving ahead with a process that the president has said he would like to have completed by the end of the year. ... "Mr. Warsh is a former Fed governor and was a member of the president's Strategic and Policy Forum, a group of business leaders that disbanded in August in protest over what they said was Mr. Trump's failure to sufficiently condemn racism. He was also an economic adviser to 2016 Republican presidential candidate Jeb Bush, who was considered the front-runner for the nomination before Mr. Trump's political rise surprised the political establishment." http://go.politicoemail.com/?qs=48803068e6154f3580f08af077abe0231a9439e64e8331afd56bcdc805f7873036da6602ea79fb83aad728161dbc583a832501a2b284fa6b 2020 WATCH -- "Republicans expand redistricting strategy for 2020," by Scott Bland: "Republicans are launching a new redistricting group with plans to fight more Democratic-drawn political maps in court, part of an expanded strategy to influence congressional and state legislative boundaries after the next census. The organization, called the National Republican Redistricting Trust, will focus on data and legal efforts and 'serve as a central resource to coordinate and collaborate' on redistricting for other party organizations and members, according to a memo announcing its formation." http://go.politicoemail.com/?qs=48803068e6154f35f48a7dda20594e9f758f443baf25fc3ac2a3d121c69427a1c25aa34bc50743f022312b15a362788867fe1ce3408da633 HE'S BACK -- "Grimm to officially announce run for Congress Sunday," by SILive.com's Rachel Shapiro: "Seventeen months after being released from prison for tax fraud, Michael Grimm will formally announce his campaign for Congress, challenging the man who filled his seat when he pleaded guilty, Rep. Daniel Donovan. Grimm will kick off his campaign on Sunday morning in New Dorp hoping that the strong voter base that handed him a re-election in 2014 while he was under indictment is solid enough to defeat an incumbent and member of his own party." http://go.politicoemail.com/?qs=48803068e6154f35becc320d768ef98d0ad3815b079a60ba25ab71a6820a55ca5573b03d6b4f406a798fed63ef78c30fbeb0ce555a7a730c HMM... -- "Texas GOP's Favorite Meme-Maker is Now Helping the Far-Right in Germany," by Christopher Hooks in Texas Observer: "[Vince] Harris, a semi-respected figure in our state's politics, brought his talents. Haaretz relates that, extraordinarily, Harris' Texas-honed rhetoric was at times too strong for his clients -- he proposed the slogan 'Germany for the Germans,' which made the AfD uncomfortable. The party went with a slightly more subtle message -- the image of a pregnant white woman's belly, accompanied with the words 'New Germans? We'll make them ourselves!' The strong racial overtones of the campaign matched that of the work Harris did for the Netanyahu campaign in 2015, which received much attention in the Israeli and American Jewish media with regards to its overt 'racial dog-whistling.'" http://go.politicoemail.com/?qs=48803068e6154f35d394e1bf7d0a5b13613282ba033dfb68eae14fa826650b73806a205d4d3f808594a38ea3b4ca9cd496c41a93dfd63be1 BUSINESS BURST -- "Equifax Board to Review Executives' Stock Sales Following Hack," by Bloomberg's Elizabeth Dexheimer: "Equifax Inc.'s board of directors has formed a special committee to review the sales of stock that executives made days after the company found out it was hacked. Directors at Equifax have retained counsel and are conducting a 'thorough review' of the trading activity, according to a letter the company's outside lawyers submitted to the top Democrat on the House Energy and Commerce Committee. PLAYBOOK NOTE: In this morning's Playbook we pulled an article written by Adam Jentleson about Senate Majority Leader Mitch McConnell. Jentleson previously worked for Senate Minority Leader Harry Reid (D-Nev.). ****** A message from Morgan Stanley: Turn off the lights when you leave the room. Seal all windows for winter. Close the blinds to keep out summer heat. Sound familiar? These quaint refrains from the 1970s' energy-efficiency movement have given way to a high-tech, industrial-strength sector focused today on delivering state-of-the-art building materials, equipment and energy management. Much of its growth is fueled by rising global demand for "green buildings" that can yield significant savings at every scale of construction, operations and maintenance. But technological advances in material science, low-cost connected sensors and chips, and advanced software for managing "smart buildings" make up the other side of this story. With residential, commercial and public buildings accounting for an estimated 30% of the world's energy consumption, increased interest can not only help boost corporate bottom lines, but also lower public budgets, stimulate productivity and create jobs.
