DEAL OR NO DEAL? Democratic leaders left dinner with President Donald Trump last night saying the two sides had agreed to provide a pathway to citizenship for Dreamers in exchange for a boost in border security (but no wall funding). The White House immediately pushed back, with legislative liaison Marc Short calling the readout from House Minority Leader Nancy Pelosi (D-Calif.) and Senate Minority Leader Chuck Schumer (D-N.Y.) "misleading." Trump followed up on that with his own tweets this morning. "No deal was made last night on DACA," the president tweeted. "Massive border security would have to be agreed to in exchange for consent. Would be subject to vote."

He then went on to defend Dreamers: "Does anybody really want to throw out good, educated and accomplished young people who have jobs, some serving in the military? Really! ...They have been in our country for many years through no fault of their own - brought in by parents at young age. Plus BIG border security"

Here's what we know: Democratic leaders and Trump agreed to move forward on a plan that would include the Dream Act and boost border security. The Dream Act provides a pathway to citizenship for the nearly 700,000 Dreamers enrolled in the DACA program. Border security could mean a whole host of things - and the devil really is in the details. Trump did agree to exclude funding for a border wall, although aides on both sides were later saying the president will continue pushing for wall funding, just not as part of this deal.

What we don't know: How will GOP leaders Mitch McConnell and Paul Ryan respond? They do control Congress, after all, and were noticeably excluded from last night's dinner. Republican leaders were blindsided by the agreement between Trump and Democrats, according to GOP aides on Capitol Hill. Another question: How will Republican lawmakers react? Will they rebel against a plan hatched between their president and Democrats? And if so, who will they blame in the fallout -- Trump or GOP leaders?

Another issue: Timing. In a statement after the meeting, Schumer and Pelosi said Trump agreed he wants to take action on DACA "quickly." But the timing is still very much in the air. In a meeting with House Republican leaders earlier in the day, Pelosi said Democrats want to see action by Oct. 5, the deadline for some DACA recipients to apply for renewal. Republicans pushed back saying they have until March to enact a solution. Sources on both sides say December, when leaders will be negotiating on government funding, could be the real target.

Pelosi's 'Dear Colleague,' sent to members at 12:05 a.m.: "Tonight, Leader Schumer and I had a productive meeting with President Trump where we agreed to a plan to work out an agreement to protect our nation's DREAMers from deportation," Pelosi wrote. "Earlier in the day... [Ryan] suggested that he may need border security measures and we suggested the McCaul-Thompson border security package that unanimously passed the Homeland Security Committee. Any solution to the challenge facing the DREAMers must include the DREAM Act sponsored by Congresswoman Lucille Roybal-Allard."

FIRE AND FURY: TRUMP'S BASE REBELS - "While the initial wave of fury could change direction as new details emerge, the torrent represented the first major break of Trump's devoted base from the president on a core issue," Robert Costa reports for the Washington Post. Exhibit A, the Breitbart headline: "Amnesty Don." And exhibit B, the Rep. Steve King (R-Iowa) tweet: "If AP is correct, Trump base is blown up, destroyed, irreparable, and disillusioned beyond repair. No promise is credible," he tweeted.

GOP FORMS DACA WORKING GROUP - Several House Republican moderates who want to see a DACA fix have quietly formed their own working group focused on the issue, Seung Min and Rachael report this morning. "The lawmakers have met off and on for months. ...Now that Trump has made his DACA decision official, the group will be meeting more frequently." Members include Reps. Carlos Curbelo and Mario Diaz-Balart of Florida; Jeff Denham and David Valadao of California, Mark Amodei of Nevada and Dan Newhouse of Washington. "The GOP leadership is aware of these discussions, although it's not a group led by Speaker Paul Ryan (R-Wis.) nor his top deputies." More:

DAILY ROLL TIDE - Senate Leadership Fund set to spend $1.6M down the stretch in Alabama: Senate Leadership Fund, the super PAC allied with McConnell, has increased its ad buy in Alabama to $1.6 million over the final two weeks of the GOP primary race, as they try to boost Sen. Luther Strange past former state Supreme Court Justice Roy Moore. The group is set to spend about $3 million during the run-off between the two men.

GUN SILENCER BILL MOVES FORWARD - A controversial bill that would make it easier to buy gun silencers was approved by the House Natural Resources Committee Wednesday, teeing the measure up for a floor vote in the coming weeks. LONGTIME FORMER SEN. DOMENICI DIES AT 85 - Former New Mexico Sen. Pete Domenici, "the 85-year-old son of Italian immigrants who became the longest-serving senator in New Mexico history passed away Wednesday after suffering setbacks from abdominal surgery," Michael Coleman reports for the Albuquerque Journal. "Born in Albuquerque in 1932, Domenici became a standout baseball player, a schoolteacher, then a lawyer and chairman of the City Commission. He first won election to the U.S. Senate in 1972.
