THE ART OF THE DEAL - Republicans and some Democrats are seething about the fiscal deal President Donald Trump cut with Democratic leaders Wednesday to raise the debt ceiling into December as part of a Hurricane Harvey aid package. The deal will force Republicans to vote twice on the debt ceiling this year - something GOP leaders had been desperately hoping to avoid - and emboldens Democrats ahead of what's going to be a nasty December funding fight.

"Trump has got to start caring more about his colleagues over here," said one Republican lawmaker allied with House Speaker Paul Ryan (R-Wis.). Senate Majority Leader Mitch McConnell (R-Ky.) made clear to reporters that this was Trump's deal with Senate Minority Leader Chuck Schumer (D-N.Y.) and House Minority Leader Nancy Pelosi (D-Calif.) - not his and Ryan's - but he said he would support it. Both sides aren't happy: -On the right: Leaders of the House Freedom Caucus met with Ryan to complain about his leadership, Bob Costa reports for the Washington Post. Freedom Caucus Chairman Mark Meadows (R-N.C.) and his ally Steve Bannon (a frequent Ryan foe) "have begun to discuss who could replace Ryan as speaker, should conservatives rebel against him." -On the left: Several Democratic lawmakers and activists are fuming about the plan, saying it undercuts any leverage Democrats had to push for a legislative fix to help Dreamers this month. "Right now there are many Democrats who feel we gave up, not just me," said Rep. Luis Gutiérrez (D-Ill.). "Democrats just don't seem to want to use their leverage to protect the Dreamers." TOP PELOSI AIDE LEAVING - Nadeam Elshami, a longtime fixture on Capitol Hill, is leaving his job as House Minority Leader Nancy Pelosi's chief of staff to join Signal Group, multiple sources told Huddle. Elshami will be replaced by Danny Weiss, a Capitol Hill veteran and former chief of staff for Rep. George Miller, a close Pelosi ally until his retirement in 2015. Elshami has served as Pelosi's chief of staff since 2013 but has worked in her office for the last decade, starting in the California Democrat's press shop when she became House speaker in 2007. His departure and replacement was announced to staff Wednesday afternoon. Elshami initially got his start sorting letters in the Senate
mailroom twenty-five years ago.

MURPHY ADMITS TO AFFAIR - Pennsylvania GOP Rep. Tim Murphy admitted Wednesday to having an affair just hours after the Pittsburgh Post-Gazette won a court motion to unseal a related divorce case. Murphy "is not a party to the divorce," Paula Reed Ward reports. "However, the husband in the case, Jesse Sally, a physical medicine and rehabilitation specialist, sought to depose the congressman earlier this year as part of his divorce from Shannon Edwards, a forensic psychologist." DEALING ON DACA - Republicans have made clear that any bill to codify the DACA program - protecting nearly 800,000 Dreamers from deportation - will also have to contain some tougher immigration measures in return. And Democrats seem ready to deal. "There are some things that are absolutely unacceptable. A 2,200-mile border wall is unacceptable," Sen. Dick Durbin (D-ill.) told Seung Min. REICHERT ANNOUNCES RETIREMENT - Republican Rep. Dave Reichert announced Wednesday he won't run for reelection, offering Democrats a pickup opportunity in a district that went for Hillary Clinton last year. "I'd certainly like to see a Republican keep the district. I think it's going to be hard," Reichert told the Seattle Times. "Although he hinted in a news release of pursuing 'new opportunities' in public service, Reichert said he is not in talks for any Trump administration job and has no intention of running for U.S. Senate in 2018 or governor in 2020," Jim Brunner reports.
