Adriano Espaillat to join their ranks. Espaillat, the first Dominican-American elected to Congress, describes himself as a "Latino of African descent" and has already joined the Congressional Hispanic Caucus. The CBC has a long-standing policy of limiting its membership to African-Americans and some members think Espaillat wanting to join the caucus, especially since he's already a member of the CHC, is politically motivated given the history of his Harlem district. "Now [in Congress], we've been different in that you were either in the black caucus or you were in the Hispanic caucus. And so the question is what happens in this scenario. And I guess he's the first Dominican to [apply] and we're just trying to figure it out," New York Rep. Gregory Meeks, who supports Espaillat, told Huddle about the ongoing dispute in his caucus. But that's not all: Espaillat represents Harlem and Washington Heights, the New York City district held by Rep. Charlie Rangel, a founding CBC member and African-American icon, for 46 years. Espaillat ran two bitter campaigns against Rangel in 2012 and 2014 and some CBC members say the bad feelings still run deep. But now Espaillat has nothing but kind words for his former foe: "Charlie Rangel was a founding member of the CBC and that's a great organization that I respect and hope to work very closely with," he told Huddle. Susan Collins (R-Maine) was already skeptical about changing the Senate rules to jam through a Supreme Court nominee if Democrats block Judge Neil Gorsuch. And now she's got company. In an interview, Sen. Lisa Murkowski (R-Alaska) doused such a rules change with cold water. "Don't mess with it. I don't think we should mess with it." Even if Democrats block him? "I just don't think we should mess with it," Murkowski added. If Republicans lose three votes, they would be unable to go nuclear and change the Senate rules unilaterally. And Democrats could be emboldened to reject Gorsuch if Republicans' whip count on a rules change looks shaky. THIS MEANS WAR - The ink is barely dry on Gorsuch's nomination but allies of the conservative justice have already started hammering Democrats for what they say is a refusal to meet with the new SCOTUS nominee. The meetings are normally just photo ops and courtesy visits but "this latest kerfuffle shows how every incremental development in the contentious Gorsuch fight will be amplified, as Republicans and the broader conservative world launch an all-out offensive to get Gorsuch confirmed," Seung Min reports. Just wait a minute: A spokesman for Senate Minority Leader Chuck Schumer said he needs a little more time to digest Gorsuch's judicial record before sitting down with him. And let's not forget about Merrick Garland, Democrats say. "After how the Senate Republicans treated Judge Garland, the irony of Republicans criticizing Democrats for not meeting with a Supreme Court nominee two days after he has been nominated is jaw-dropping," Schumer spokesman Matt House said. 'A real hero': In the meantime, Gorsuch has met with several Republicans this week and at least one Democrat, Sen. Joe Manchin. A lot of times, the chit chat veers far away from the seriousness of the court: "Shortly before sitting down with Sen. Bob Corker, the Tennessee senator noted that he invited Peyton Manning to a dinner at the GOP retreat in Philadelphia last week, when his Republican colleagues fled to the ex-Colts quarterback and 'I was kind of left standing by myself.' 'Peyton Manning's a little different than all of us,' Gorsuch remarked. 'A real hero.'" A senior House official said while the staffers in question committed serious, potentially illegal, violations of House IT policies, this is not a network hacking issue. So far no arrests have been made but the U.S. Capital Police confirmed the investigation.
