McCaskill (nmccaskill@politico.com or @NolanDMcCaskill) GRASSLEY SETS A DEADLINE -- Christine Blasey Ford and her attorneys have a little more than 24 hours to submit a biography and prepared statement if she plans to testify before the Senate Judiciary Committee on Monday. Chairman Chuck Grassley (R-Iowa) has invited Ford and Brett Kavanaugh, the Supreme Court nominee Ford alleges sexually assaulted her at a party when she was 15, to speak publicly at a hearing next week. But it's unclear whether Ford will attend -- and whether the hearing would still occur without her. "Grassley says he's going to great lengths to be fair to Ford, offering to fly a staffer to California to interview her and making repeated attempts to contact her lawyers," Burgess and Elana report. "But his dilemma is the same as the rest of his party's: Being as delicate as possible with an alleged sexual assault victim while keeping Kavanaugh headed toward the bench." Grassley told reporters he's focused on doing everything possible to make Ford comfortable with coming before the committee, in an open session, closed session, public interview or private interview. "That's four different ways she can choose," he said. "I certainly understand and respect Dr. Ford's desire for an investigation of her allegations," Grassley wrote. "That is precisely what the Senate is doing." Ultimately, Kavanaugh's confirmation could be decided by whether Ford shows up Monday. HOUSE DEMS SEEK RULES CHANGE -- A group of House Democrats is asking Caucus Chairman Joe Crowley (D-N.Y.) for a rules change that would raise the amount of votes required to nominate a candidate for speaker. "Current rules mandate that a nominee receive support from only a simple majority of caucus members before advancing to the floor for a vote," The Atlantic's Elaina Plott reports. "The letter requests that threshold be changed to 218, a majority of the House." The move is an attempt to raise the threshold for Minority Leader Nancy Pelosi (D-Calif.) to be the party's nominee for speaker if Democrats take back the House. The letter to Crowley only has 10 signatories. However, "Only five are needed for a vote on a petition like this one," Plott writes. "The proposed rule change will be voted on next week. ... Multiple House Democratic sources predicted the measure would overwhelmingly fail, noting that there is likely no member, currently, who could get 218 votes. Moreover, those sources added, most members with their eyes on a leadership position won't want to risk alienating Pelosi and her allies." Signees include Reps. Elect Democratic Women "will make donations to female candidates and hopes in the future to spend money in their races as well," Maggie Severns reports. "The lawmakers founding the PAC say they'll use their networks and fundraising prowess to raise money in a manner similar to PACs linked to the Congressional Hispanic Caucus and the Congressional Black Caucus, which served as inspirations for the new effort." Rep. Lois Frankel (D-Fla.) said the PAC has hired the consulting firm Mothership Strategies to build its digital fundraising efforts and is working to hire a director. "Each founder is either contributing or raising $5,000 to help cover the initial costs associated with starting the group," Severns writes. Women make up just 20 percent of Congress. "Even if we elect the next 30 women [to Congress], we're still way under where we need to be," Frankel said. Rep. Cheri Bustos (D-Ill.) added that the group wants to be a "major player." "The stakes are too high to allow the radical left to take control of this seat in Congress." "The email capped a whirlwind stretch for Collins and Republican leaders in the district, which covers all or part of eight counties in the largely rural areas between Buffalo and Rochester," the Rochester Democrat and Chronicle's Jon Campbell writes. "Collins had suspended his campaign in August and pledged support for removing his name from the ballot as recently as last week, which would have required him to accept a nomination to a lower office -- likely a town position in Clarence -- so he could be replaced on the congressional ballot.
