Burgess Everett has the story, "The Republican Party of North Carolina is asking that the Senate Ethics Committee investigate whether the husband of North Carolina Democratic Sen. Kay Hagan improperly benefited from the stimulus bill that she helped pass. Party Chairman Claude Pope formally requested on Monday morning that the secretive panel examine whether Hagan "violated the Senate conflict-of-interest rule" due to her vote for the $767 billion stimulus legislation, according to a letter sent to Ethics Committee Chairman Barbara Boxer (D-Calif.) and ranking member Johnny Isakson (R-Ga.)." "'The Committee needs to investigate whether Senator Hagan used her office to steer taxpayer dollars to her husband's company and/or whether she provided him with insider knowledge obtained through her office as a United States Senator that allowed his company to receive almost $400,000 in taxpayer funds,' Pope wrote in the letter, obtained first by POLITICO." http://go.politicoemail.com/?qs=380453dadcd8b951bf50415f81629068152ce9c60827e7199dbb2aabce5d061f http://go.politicoemail.com/?qs=380453dadcd8b951bf50415f81629068152ce9c60827e7199dbb2aabce5d061f CLINTON GOES HOME TO SAVE DEMOCRATS. Katie Glueck writes, "In his most intense political swing of the midterm election yet, the campaigner-in-chief [Bill Clinton] will test whether his legacy and powers of persuasion can keep this state's rightward drift at bay one more time. He's out to spare some of his oldest friends in politics: his onetime driver Mike Ross, now running for governor; endangered Sen. Mark Pryor; and a pair of House hopefuls with whom Clinton goes back decades. Interviews with about a dozen Arkansas political hands on the eve of Clinton's trip - personal friends, professional allies and a few opponents - suggest the ex-president can raise money and perhaps spur some voters to the polls. As far as campaign surrogates go, there's no one better. Yet even the most optimistic Democrats say that may not be enough." http://go.politicoemail.com/?qs=380453dadcd8b95144b495dc1216213fcaf0cc196e8579e39dbf1759c9e8017a http://go.politicoemail.com/?qs=380453dadcd8b95144b495dc1216213fcaf0cc196e8579e39dbf1759c9e8017a KANSAS GOP USE ORMAN'S WEALTH AGAINST HIM. Manu Raju reports, "The sudden frontrunner against GOP Sen. Pat Roberts in the most competitive Senate race no one saw coming, [Greg] Orman is putting his business record front and center in his campaign. The 45-year-old Princeton graduate tells voters he knows what it takes to create jobs and that he'd bring much-needed business savvy to Washington.... But triumph in the business world, as Mitt Romney learned, doesn't necessarily translate into success on the campaign trail. And Republicans are seizing on the less-flattering aspects of his business past to bring Orman's campaign back to earth. In addition to his well-publicized business and personal relationship with a person convicted of securities fraud, Orman has ties to companies that took advantage of offshore or low-tax havens and was once sued by a woman who alleged that Orman threatened to wipe out her children's college fund if he wasn't included in a deal, records show." http://go.politicoemail.com/?qs=380453dadcd8b951050331a9ad5ccde948709cad3f0fc2525aeee6bd47ba1d8f http://go.politicoemail.com/?qs=380453dadcd8b951050331a9ad5ccde948709cad3f0fc2525aeee6bd47ba1d8f HAPPY MONDAY, OCTOBER 6 and welcome to The Huddle, your play-by-play preview of all the action on Capitol Hill. MOVING ON: After 11 years in the Senate, Bethany Lesser is leaving Sen. Kirsten Gillibrand's office to serve as communications director for the Overseas Private Development Corporation. Friday was Lucas Miller's last day as a legislative assistant for Rep. Doug Lamborn. He's heading back to Colorado to work for the Apartment Association of Metro Denver as a government affairs manager. NEWS WE CAN USE. The Centers for Disease Control and Prevention said there have been no new cases of Ebola discovered in the U.S. stemming from Thomas Eric Duncan's case in Dallas. Susan Levine has the details: "Out of 114 Dallas residents who have been assessed in recent days for potential exposure, about 40 are being monitored because "we can't rule out that they had contact," [CBC's Tom Frieden] said during a media briefing. Several may have ridden in the same ambulance that took Duncan to Texas Health Presbyterian Hospital on Sept. 28." http://go.politicoemail.com/?qs=380453dadcd8b9513e675571ec3bbfda9d5fa0c858c2ab430ccdd2d2419c6cd6 http://go.politicoemail.com/?qs=380453dadcd8b9513e675571ec3bbfda9d5fa0c858c2ab430ccdd2d2419c6cd6 HOW KAINE SPLIT FROM OBAMA ON WAR POWERS. Jonathan Weisman writes for the New York Times, "The militants of the Islamic State were pouring across the Syrian border into Iraq, and seizing cities where so much American blood and treasure had been spilled. But [Sen. Tim] Kaine said he told the president in no uncertain terms that if he intended to go to war, he would have to ask Congress's permission. President Obama politely but firmly disagreed. Mr. Kaine is an unlikely leader in the fight between Congress and the White House over a declaration of war. Genial and junior, the former Virginia governor was on Mr. Obama's short list for the vice presidency in 2008. He became Mr. Obama's handpicked Democratic Party chairman, then his handpicked senatorial candidate after Senator Jim Webb, a Democrat, announced his retirement in 2011." http://go.politicoemail.com/?qs=e526e1329efdecdccd8b98b17c097131922b1338826e003293925739e0120d91 http://go.politicoemail.com/?qs=e526e1329efdecdccd8b98b17c097131922b1338826e003293925739e0120d91 ILLINOIS THROWS ARMS OPEN FOR HIGH-PROFILE DEMOCRATS. Katie Zezima writes for the Washington Post, "Looking for prominent Democrats? Chances are they're passing through here this month. Illinois Gov. Pat Quinn is battling to keep his job in one of the nation's toughest gubernatorial races -- in a virtual dead heat with Republican businessman Bruce Rauner. Quinn needs help, quickly. So he's calling the Democratic cavalry into this city to help boost his profile and -- perhaps most importantly -- raise money in a race against an extremely wealthy opponent who has seemingly unending supply of campaign funds." http://go.politicoemail.com/?qs=e526e1329efdecdc0b83be3b02f316e19ce3d3a2b4aa1ab4ecba1ac2aa7aa381 http://go.politicoemail.com/?qs=e526e1329efdecdc0b83be3b02f316e19ce3d3a2b4aa1ab4ecba1ac2aa7aa381 SHOCKING - CONGRESS: STILL NOT ALL THAT POPULAR. Okay, not all that shocking. Jonathan Topaz has the results of the new Gallup poll released this morning."According to a Gallup http://go.politicoemail.com/?qs=e526e1329efdecdc9ad1ae6dba7e497ede0b107ab3cebd9948a6765677d373bd poll ...50 percent of Americans have an unfavorable opinion of[House Speaker John] Boehner, while 28 percent have a favorable opinion...[Senate Majority Leader Harry] Reid's net favorability rating is down 10 points since April, with 45 percent of Americans having an unfavorable opinion of the Senate Democratic leader, compared with 21 percent who have a favorable opinion. Reid's favorability and net favorability marks are at their lowest level since he took over as majority leader in 2007." http://go.politicoemail.com/?qs=e526e1329efdecdc4e06e366d65765ad4073b8cf92aaba8bfedb0248b548280c http://go.politicoemail.com/?qs=e526e1329efdecdc4e06e366d65765ad4073b8cf92aaba8bfedb0248b548280c HALL DOING WELL AFTER SURGERY. Texas Republican Rep. Ralph Hall is recovering after surgery on his hip following a car crash this weekend, CNN is reporting. "Doctors at the Medical Center at Plano said the surgery was successful and that the 91-year-old is expected to make a full recovery. The congressman is in good spirits, his office said. No surprise, given that he apparently took being airlifted in stride, joking with paramedics on the way." http://go.politicoemail.com/?qs=e526e1329efdecdc99d0e74eb7f3b659633dce7203df34a7196e51af47d87ac7 http://go.politicoemail.com/?qs=e526e1329efdecdc99d0e74eb7f3b659633dce7203df34a7196e51af47d87ac7 SOUTHERN DEMS COURT BLACK VOTERS WHILE KEEPING OBAMA AWAY. Democrats in the South need black voters if they have any chance of keeping hold of the Senate but the nation's most-high profile African-American politician is hardly welcome on the campaign trail. Beth Reinhard writes for the Wall Street Journal, "In Louisiana, Sen. Mary Landrieu says President Barack Obama's energy policies are "simply wrong." In North Carolina, Sen. Kay Hagan has criticized the administration's handling of veterans' benefits. And in Georgia, Senate candidate Michelle Nunn won't say whether she would have voted for the Affordable Care Act. These Democrats, like others running in races across the country, are trying to distance themselves from a president who is deeply unpopular among white voters. But if they have any hopes of winning, they also must try to lock down the voters most loyal to Mr. Obama : African-Americans." http://go.politicoemail.com/?qs=e526e1329efdecdce83b08ec0ff3ad37145d6b2b6c8f161ae34b3f0af5770af9 http://go.politicoemail.com/?qs=e526e1329efdecdce83b08ec0ff3ad37145d6b2b6c8f161ae34b3f0af5770af9 FRIDAY'S TRIVIA WINNER - James Gleeson, former Hill aide and current communications director for Second Lady Jill Biden - as well as die-hard St. Louis Cardinals fan - was the first person to correctly answer that President William Taft was the first president to cast the opening pitch of a baseball season. The game was between the Washington Nationals and the Philadelphia Athletics. TODAY'S QUESTION. From his perch as a member of the Senate Rules and Administration Committee, former Sen. John Warner would ask the Senate dining room staff to always have this home-style meal on hand for lunch. What was his favorite dish?
