PI SCOOP... ANDREWS LAUNCHES MPA GLOBAL: Michael Andrews, former head of Salomon Brothers' Washington office, is hanging a shingle to launch MPA Global. Andrews, who more recently spent 11 years atCitigroup , will offer strategic advice and crisis management counsel for domestic and international clients. Andrews tells PI that he expects to consult on financial services issues that are complex, may involve a crisis and have international implications like the ongoing LIBOR controversy. So far, Andrews isn't registered to lobby, but he would if a client needs him to and he could also see growing beyond a solo operation. Eric D.
