APARTMENT SEARCHED IN CONNECTION WITH BOSTON BOMBINGS - CBS Boston's John Miller reports: "Police and federal agents searched an apartment building on Ocean Avenue in nearby Revere late Monday night in connection with the bombings. Agents searched this complex for 9 hours after the marathon bombing. CBS News Senior Correspondent John Miller reported Tuesday morning the apartment search was related to a man who is reportedly under guard at Brigham and Women's Hospital. Miller reported the man is a Saudi national who is in the United States on a student visa. Several bags were removed from the scene around 2 a.m. Tuesday, but authorities would not comment on the search.

-- "The Revere Fire department wrote on its Facebook page that this was a search for 'a person of interest.' 'Deputy Chief, Engine 5, Ladder 1, Cataldo Paramedics & Chief were called in for Operational standby for State Police Bomb Techs for search of a 'person of interest' apartment at 364 Ocean Ave. FBI, ATF, ICE, Boston PD, Revere PD as well as MSP detectives and Bomb Techs from Boston PD and State.'"

MARATHON MASSACRE: 3 DEAD, MORE THAN 130 WOUNDED - Mark Arsenault writes on A1 of the Boston Globe, which carried a banner headline: "Marathon terror": "Two bomb blasts, 12 seconds apart, rocked the finish line of the 117th running of the Boston Marathon on Monday, killing at least three people, including an 8-year-old Dorchester boy, wounding more than 130, and leaving the sidewalks of Boylston Street covered in blood. Medical professionals on hand to care for blisters and sore knees in Copley Square suddenly found themselves treating life-threatening lacerations and lost limbs, as a high holiday in Boston - Patriots Day - turned to an epic tragedy. Emergency workers rushed to the scene,
despite the very real possibility of more blasts. ...

-- "The person questioned in the hospital was a Saudi national, who was reportedly tackled and held by a bystander after he was seen running from near the scene of the explosion, said a law enforcement source who spoke with someone involved in the FBI's investigation. The Saudi man, believed to be a university student in Boston, is cooperating with the FBI and told agents that he was not involved in the explosions, and that he ran only because he was frightened. Investigators did not characterize the man as a suspect. No one had been arrested or charged as of late Monday night."

PRESIDENT OBAMA in the James S. Brady Press Briefing Room: "We still do not know who did this or why.And people shouldn't jump to conclusions before we have all the facts. But make no mistake -- we will get to the bottom of this. And we will find out who did this; we'll find out why they did this.Any responsible individuals, any responsible groups will feel the full weight of justice."

SPEAKER BOEHNER ordered flags over the Capitol to be lowered to half-staff to honor the victims of the Boston Marathon tragedy: "Words cannot begin to express our sorrow for the families who are grieving so suddenly right now.The House of Representatives offers its prayers to the victims and the city of Boston. We also give thanks for the professionals and Good Samaritans who prevented further loss of life. This is a terrible day for all Americans, but we will carry on in the American spirit, and come together with grace and strength."

MASSACHUSETTS SEN. ELIZABETH WARREN apparently took the first flight from D.C. to Boston and was at the scene within hours: "The Boston marathon is always a day of great celebration, and today it was turned into tragedy,' she told The Daily Telegraph. 'Our thoughts and prayers are with those who have been hurt, and their families. During the marathon we are one family. We cheer for each other, we carry each other across the finish lines. And when tragedy strikes, we are also one family. We hurt together, we help each other together.'

SECRETARY OF STATE JOHN KERRY, the former longtime Massachusetts senator who frequently took part in Boston Marathon festivities: "This afternoon's attack is deeply personal to all of us who call that city our home. For any father who has cheered on a daughter as she made her way up 'Heartbreak Hill,' or fired the starting gun at the wheelchair race, today's attack was an assault on who we are in Massachusetts on a Patriot's Day that honors where we came from. Teresa and I are thinking of and praying for the families of those who were touched by this tragedy, even as our government makes clear, as President Obama did, that those responsible will be brought to justice. I've seen Governor
Patrick, Mayor Menino, and Boston's finest police, firefighters, and first responders handle a crisis before, and I'm grateful that they are on the scene responding so effectively to this one."

-- Kerry returned to Washington from overseas last night and was expected to meet with Foreign Minister of Saudi Arabia, Saud al-Faisal, at the State Department Tuesday morning, Foreign Policy's Josh Rogin reports.

MASS. SENATE CANDIDATES SUSPEND CAMPAIGNS - James Hohmann reports for POLITICO: "Candidates running for Senate in Massachusetts suspended their campaigns Monday in the wake of the Boston Marathon explosions. Democratic Rep. Ed Markey, the front-runner in the April 30 primary to fill the seat opened by John Kerry's move to the State Department, announced that he would stop all canvassing activities, phone banking, fundraising and television ads. Rep. Stephen Lynch, another Democrat, tweeted that he, too, was suspending all campaign activities. 'We encourage all our supporters to spend time with their loved ones,' he wrote. ... Gabriel Gomez, one of three Republican candidates, finished the
marathon not long before the blast. His press secretary, Will Ritter, called into Fox News to discuss hearing the explosions. Republican Michael Sullivan, former U.S. Attorney for Massachusetts, said he is canceling all events for the remainder of the day. ... State Rep. Dan Winslow, another Republican candidate, also suspended all activities. 'My prayers will be with all those affected by this tragedy,' he said."

CAPITOL POLICE URGE VIGILENCE IN WAKE OF BOSTON - A statement from Officer Shennell S. Antrobus: "The USCP is monitoring the situation in Boston and is in constant contact with our local and national law enforcement partners as it pertains to the events. At this juncture, we have no information linking the events to the Capitol Hill community. While there is no known connection to the Capitol Hill Complex, the USCP is being diligent in response to the events in Boston and taking additional practiced steps. The Department asks the Congressional community and residents of Capitol Hill to continue to be vigilant and communicate any concerns or suspicious activity to the USCP at 202-224-5151 or

IMMIGRATION BILL TO BE FILED TODAY, BUT PUBLIC ROLL OUT POSTPONED - Manu Raju, Carrie Budoff Brown and Anna Palmer report for POLITICO: "Senate negotiators have reached an agreement on a bill to make the most substantive changes to immigration laws in nearly three decades. The bipartisan Gang of Eight plans to file its bill as early as Tuesday - a public roll-out was delayed because of the deadly blasts at the Boston Marathon - and it's certain to spark an emotional debate that will dominate Washington for the remainder of the year. ... Sens. Chuck Schumer (D-N.Y.) and John McCain (R-Ariz.) - members of the bipartisan group that crafted the bill - will go to the White House Tuesday to meet
with President Barack Obama about the deal, according to a source familiar with the meeting.

-- "The legislation would have a far-reaching impact on virtually every corner of the American economy. The bill would affect visas for high-tech workers, create a new "W-visa" program to attract low-skilled workers - one of the last stumbling blocks before senators reached a deal. It would also require businesses to implement new electronic-verification requirements to check the immigration status of their employees. In a requirement for conservatives if undocumented immigrants are legalized, the bill would call for billions of dollars to be spent on tightened security at the U.S.-Mexico border with a goal of apprehending 90 percent of those crossing the border in "high-risk" areas.

-- "The proposal ... is titled the "Border Security, Economic Opportunity, and Immigration Modernization Act of 2013," according to a copy of the summary provided to POLITICO. ... The bill creates what is certain to be a controversial pathway to citizenship for the nation's 11 million undocumented immigrants to become permanent legal residents a decade after they register with the government. Immigrants would pay a $2,000 fine, pass a background check, have a job and wait 10 years before applying for a green card. Three years after that, they could apply to become U.S. citizens.

-- "The bill would treat differently certain young people brought to the U.S. illegally at a young age - agriculture workers would get the similar special treatment. Those groups would be granted expedited access to seek green cards after five years. The complex legislation represents the most ambitious effort to overhaul immigration policy since George W. Bush's push in 2007, which collapsed amid opposition from conservative Republicans who attacked the "amnesty" provisions for illegal immigrants and liberal Democrats who were fearful of its impacts on American workers."

HOW WE GOT HERE: Two negotiators, Sens. John McCain (R-Ariz.) and Chuck Schumer (D-N.Y.) explain in a Wall Street Journal op-ed: "Our group's effort included the active participation of some of the most conservative and liberal members of the Senate. We engaged in hundreds of hours of very tough negotiations, which nearly broke down at several points. But we forged consensus and now stand ready for an open, transparent process to move this issue forward in Congress.

-- "Like all genuinely bipartisan efforts, this bill is a compromise. It will not please everyone, and no one got everything they wanted. The legislation we introduce on Tuesday has more support than any past effort. In a time of deep partisanship in Washington, groups that have been at loggerheads on a range of issues for years-from the AFL-CIO to the Chamber of Commerce, from the United Farm Workers to the American Farm Bureau Federation-have come together to support our bill. ...

--"We took great pains to make certain that the mistakes of the 1986 reform effort will not be repeated. So another critical provision of our bill requires a nationwide electronic employment-verification system that will end the hiring of future undocumented workers. Let's not forget that approximately 40% of immigrants here illegally originally came to the U.S. legally but overstayed their visas. Coupled with increased fines on employers who knowingly hire illegal workers, the employment-verification system we propose will effectively deter and prevent illegal workers from coming into the country. ...

-- "We believe our legislation represents a responsible, humane and enduring solution to the problem of the millions who are here illegally while continuing to attract and assimilate some of the most skilled talent the world has to offer-but only if we also make good on broken promises to secure U.S. borders and enforce the law."

GUN CONTROL BILL IN PERIL - John Bresnahan and Jake Sherman report for the hometown paper: "The tough gun-control bill that President Barack Obama wants now has little, if any, chance of passing this Congress - it's struggling in the Senate and facing outright rejection in the House. Vice President Joe Biden worked the phones Monday to try to salvage a bipartisan bill in the Senate but has come up short. Personal appeals from parents of Newtown victims and former Rep. Gabby Giffords haven't worked either. And even if Senate negotiators get to 60 votes, the House is certain to rewrite the bill - or discard it altogether. A defeat would mean that in just five months after the Sandy Hook
Elementary School shootings, the best chance for new gun controls in 20 years is slipping away. ...

-- "Senate Democratic leadership considered pushing back the vote to Thursday or later. Manchin and Toomey said Monday evening that they were short of the votes they needed.

OBAMA'S ENERGY PICK TO GET A VOTE - The Senate Energy and Natural Resources Committee will hold a business meeting at 9:45 a.m. Thursday to vote on the nomination of Dr. Ernest Moniz to be the next Secretary of Energy, Dirksen 366.

LAWMAKERS DEDICATE MEETING ROOM FOR SLAIN GIFFORDS AIDE --Stephanie Innes writes for the Arizona Daily Star: "The Gabriel Zimmerman Meeting Room will memorialize the 30-year-old aide to former U.S. Rep. Gabrielle Giffords, the Democratic congresswoman who was shot in the head on Jan. 8, 2011, while working at the 'Congress On Your Corner' event Zimmerman organized outside a northwest-side Safeway. Giffords was one of 13 people injured that day; Zimmerman was one of six killed. Tuesday will mark the first time a room in the vast, 580,000-square-foot Capitol Visitor Center in Washington, D.C., will be named for a congressional staff member, officials with the Architect of the Capitol say.
Zimmerman is the first and only U.S. House of Representatives staff member killed while on the job. ...

-- "The process to get the room named and then create a plaque with Zimmerman's likeness on it has taken the better part of two years. Congress approved naming the room in 2011, and then it took a year to get a bas relief likeness of Zimmerman on a bronze plaque exactly right. The Architect of the Capitol, which is the federal agency with stewardship of the U.S. Capitol, gave the Zimmerman family leeway to make sure Gabe was accurately represented. The search for an artist began in February 2012, and after talking to numerous people, Zimmerman's father chose Tucson sculptor Joseph Lupiani for the task. Lupiani is expected to attend Tuesday's dedication."

INSIDE COLBERT'S D.C. FUNDRAISER - Sarah Mimms, who somehow managed to sneak into the event, writes for National Journal: "[T]he headliner of the event was Colbert Busch's brother, late-night comedian Stephen Colbert, who made a rare appearance out of character to tout the candidacy of his older sister, 'Lulu.' But it was not without at least one shot at her opponent, former Republican Gov. Mark Sanford. Colbert said that though he loves his home state, 'there are things about South Carolina that fill me with despair -- one of them is that they managed to nominate Mark Sanford.' Though the event was private, Hotline On Call was admitted without being asked for identification. In her
remarks, Colbert Busch focused largely on bringing jobs to the district and using its resources to make coastal South Carolina a leader in economic development. She was also upbeat about her campaign, noting that she's seen positive signs in the district for her candidacy, despite its heavily Republican tilt."
