Dear R., Education is the single most effective tool we have for creating jobs, expanding opportunity, and making our children winners in a changing global economy. That's why over these past five years -- even as we've cut record State spending -- we've invested to make college more affordable for more families. And that's why last spring I signed the DREAM Act. The DREAM Act says that students can be eligible for in-state tuition, regardless of their parents' immigration status, provided they pay state taxes, graduate from a Maryland high school, and commit to legalizing their status as soon as they are eligible. It says that students who pay state income taxes - and only students who pay these taxes - are eligible to pay in-state tuition. As you may have heard, Maryland voters will be asked to vote on the DREAM Act on November's ballot. If given all the facts, I believe that Marylanders will vote to support the DREAM Act to provide more opportunities to our kids. However, opponents of this measure are determined to defeat it, and have shown a willingness to spread misinformation. I hope I can count on your support, so that we will have the resources to give Marylanders the facts. We are a stronger State when we expand opportunity to greater number of our people, rather than fewer. Greater educational opportunity and better jobs means a stronger economy.
