Dear Lorenzo and Hunter, I hope you are fine. I am pleased to introduce a French group, VINCI Concessions, a world leader in developing Infrastructure as a partner with Public Agencies. As you could see in the attachement, Vinci Concessions is a leader in 6 specific areas: - Motorways and roads, - Parkings, - Airports, - Bridges and tunnels, - rail infrastructures, - Public facilities (such as Stadium). Most notably, VINCI is a long term partner in all of its infrastructure activities. Working side by side with the Public Agency VINCI’s solution based approach to infrastructure is to provide quality construction using current technology and reducing the long term life cycle costs through Operations and Maintenance. With this approach towards infrastructure development, VINCI helps in the economic development of the communities. VINCI do this with its long term asset management model by investing in the community by way of training local human resources to help operate and maintain these critical assets. These concession periods can vary in time but depending on the need and the modeling we have typically seen the asset returned to the State or the public entity within 30 to 35 years. This “hand back” has critical standards that requires Vinci to make sure the asset still has significant life so that significant capital investments after hand back are avoided. In America a significant amount of the states budgets go towards maintaining current assets. This leaves little capital to invest in needs such as replacement of key bridges, roads, and transit systems and leaves even less for the congestion relief. VINCI Concessions can help the public sector bridge this gap through the Public-Private-Partnership Model.
