<P>Today, my brother Russ was recognized as one of the “Best of Congress" by Working Mother Magazine for his efforts in promoting pro-women and pro-family policies in Congress and in his own office.</P>

<P>Dear Friends,</P>
<P>We write to you today to urge you to support Russ Carnahan in the upcoming August 7 primary. As a long-time supporter of women’s rights and women’s equality, he is our choice to represent the St. Louis region. </P>
<P>Since first being elected to Congress in 2004, Russ Carnahan has been a leader, both here and abroad, on empowering women and standing up for the right to choose. While Russ has a strong, 100% pro-choice and pro-woman voting record, he is not just a vote. He stands up and is a leader on critical issues.</P>
<P>Once again this year, Russ was given the honor of being awarded the “Best of Congress” by Working Mother Magazine. As he has <EM>every year it has been awarded</EM>, Russ was named one of the best members of Congress because of his leadership in promoting better workplace environments for women and families, as well as for his own office staff.</P>
<P>He believes that women, not government nor politicians, have the right to make personal decisions about their lives and health. These decisions are best made in consultation with one’s family, physician, and faith. Russ strongly believes it is up to Congress to make sure <STRONG>women have access to adequate and safe health care</STRONG> and to promote policies to reduce the number of abortions by promoting alternative solutions. </P>
<P>Russ has consistently supported legislative initiatives that improve access to family planning services, make birth control affordable, and equip our children with accurate, honest and comprehensive sexual education.</P>
<P>While our nation struggles with personal and moral questions on reproductive health issues, Russ Carnahan believes we should be able to achieve consensus on pregnancy prevention and proactively work on proven methods of decreasing unwanted pregnancy and women’s access to health care.</P>
<P><STRONG>Here are some examples of Russ’ leadership:</STRONG></P>
<P>· Russ Carnahan was the lead member who sent a letter in January 2012 urging Secretary of State Hillary Clinton to support the U.N. Commission on Population and Development (CPD). The letter asks the Secretary to prioritize young people’s (individuals under 25) sexual and reproductive health and rights around the world.</P>
<P>· Since the start of the 112th Congress, the health care rights of women have repeatedly come under attack.<STRONG> Russ Carnahan has opposed every measure that seeks to limit a woman’s access to comprehensive reproductive care, including abortion care, by voting against these measures</STRONG>:</P>
<P>o H.R. 3, the No Taxpayer Funding for Abortion Act: This legislation would prohibit the use of federal taxpayer dollars for abortions even though the Hyde Amendment already stipulates this.</P>
<P>o H.R. 358, the Protect Life Act: This legislation would amend the Affordable Care Act to prevent federal funds from being used to cover abortion care even though the Affordable Care Act, in line with the Hyde Amendment, already prohibits the use of taxpayer dollars for abortions.</P>
<P>o The Pence Amendment to H.R. 1: This amendment would prevent federal resources from funding Planned Parenthood and other family planning organizations.</P>
<P>· <STRONG>In March 2012 he co-signed a letter that requested $327.4 million in funding for the Title X family planning program.</STRONG> Title X is the only federal program dedicated solely to providing individuals with comprehensive family planning and related preventive health services. Carnahan has consistently declared his strong support of Title X and its programs.</P>
<P>· In 2010, as Chair of the Foreign Affairs Sub-committee on Human Rights and International Organizations, Russ held one of the first-ever Congressional hearings on the role of women in the world bringing women’s issues to the forefront and determining ways that the U.S. can actively promote policies to empower women around the world. </P>
<P>· Russ Carnahan is an active member of the Congressional Coalition on Adoption. The Congressional Coalition on Adoption works to make it easier for families to adopt children. With that goal in mind, Carnahan worked to get an extension and increase to the adoption tax credit included in the Affordable Care Act in 2009.</P>
<P>· Russ Carnahan is a co-sponsor of the House Democratic version of the Violence Against Women Act (VAWA) to respond to and prevent domestic violence. <STRONG>Carnahan is also a leading sponsor of the International Violence Against Women Act (IVAWA)</STRONG>, which creates new tools for the U.S. to prevent violence against women abroad, particularly in conflict situations.</P>
