08/17/2016 08:21 AM EDT By Heather Caygle (hcaygle@politico.com or @heatherscope) With assistance from Daniel Lippman THE GOP'S LONE-WOLF INCUMBENT- Republicans acknowledge it's more important than ever to protect every House seat they can-particularly with the latest shocking shakeup at the top of Donald Trump's campaign-except when it comes to Florida GOP Rep. David Jolly. Jolly is facing a tough race down in the Sunshine State but two months after he announced he was dropping out of the Senate race to re-run for his House seat, leaders of the House GOP's campaign arm haven't lifted a finger to help him and Jolly isn't much up for talking to them either. "When we win this, we will have done it our own way, with nobody owning us," Jolly told your Huddle host during an interview in a local crab shack in Clearwater over the weekend. Jolly is in the political fight of his life, facing off against a stalwart in Sunshine State politics, former Gov. Charlie Crist, in a redrawn district with an influx of Democratic voters. Jolly was already on shaky ground with the NRCC- "They threw me under the bus," he said describing the 2014 special election to fill the late Rep. Bill Young's seat -but he became a political pariah after going on camera blasting the party for its fundraising requirements during a 60 Minutes segment that also included hidden footage from inside the NRCC. Tweetable quote: "People hate the political parties, and they hate Congress. And you look at the NRCC, and you can see why: They're a bunch of assholes," said a Jolly loyalist. The NRCC declined to comment for the story but did issue an icy statement when Jolly jumped in the race in June. Much more, from yours truly: http://go.politicoemail.com/?qs=44b423f9ff849d159512537b9a213b60c359a9807f8ba5998387c4c84bee0f76 DEMOCRATS TRY TO INSULATE AGAINST OCTOBER CYBER SURPRISE- "Democratic leaders are putting out a warning that could help inoculate Hillary Clinton against an October cyber surprise: Any future mass leaks of embarrassing party emails might contain fake information inserted by Russian hackers," reports Cory Bennett. House Minority Leader Nancy Pelosi "aired her concerns during a Saturday night conference call with Democratic lawmakers...Democratic strategists say the party would be wise to trumpet warnings about faked leaks as it braces for the possibility of hackers releasing damaging information about Clinton or other candidates close to Election Day." http://go.politicoemail.com/?qs=44b423f9ff849d15974650dd8152a1a465bd92d01bb31c2fb8edafe5945317b3 FBI TURNS OVER CLINTON NOTES- "The FBI on Tuesday handed over to Congress classified records from its investigation into Hillary Clinton's use of a private email server, the latest development in the scandal that the Democratic nominee just can't shake," report Rachael Bade and Josh Gerstein. What's in the file: "Among the materials turned over to Capitol Hill was an FBI summary of the 3½-hour interview Clinton submitted to at FBI headquarters early last month, according to the ranking Democrat on the House Intelligence Committee, Rep. Adam Schiff of California." More: http://go.politicoemail.com/?qs=44b423f9ff849d154075ccd6c9cccf2b313af58d8f280af09dc7296ab4cc34ed WELCOMING WEDNESDAY WITH OPEN ARMS, it's August 17. You're reading POLITICO's Huddle, the play-by-play guide to all things Capitol Hill. Huddle is coming to you from a rainy Cedar Rapids, Iowa, today after a whirlwind Tuesday trailing VP nominee Tim Kaine that included stops in North Carolina, Wisconsin and now here in the Hawkeye State. TODAY IN CONGRESS - The House and Senate are back in session in 20 days. AROUND THE HILL- The DCCC holds a 12:30 p.m. briefing for members on "best cybersecurity practices" in light of the recent electronic attack. DCCC ANNOUNCES $12 MILLION JULY HAUL- "House Democrats' campaign arm raised $12 million in July...[matching] its equally large June haul, and more than half - $6.3 million - came from small donations. The committee had $62 million in the bank at the end of July, $25 million more than the committee had on hand at the same point in 2012," reports Michelle Hackman for the Wall Street Journal. http://go.politicoemail.com/?qs=44b423f9ff849d15c3df597384b368c0848a2c6c1ec0e117780e006a61599ebe FROM COAST TO COAST-Who says this is a do-nothing Congress? House Majority Leader Kevin McCarthy has been busy this August crisscrossing the country to fundraise and stump with colleagues. Rachael Bade with the dispatch: "The California Republican headlined events for six Michigan members and candidates last week and is headed to Montana and Illinois this week with a list of events that runs clear through September." "The timing is fortuitous - and likely deliberate. Republicans are expected to lose seats this cycle - particularly with their controversial nominee Donald Trump at the top of the ticket. The question is: how many? Few, if McCarthy has anything to say about it." "For a very long time, the idea of the House being in play was treated as a Democratic pipe-dream. ...But, as Trump's numbers -- nationally and in key swing states -- continue to tank, a creeping fear has taken root within the Republican establishment that maybe, just maybe a landslide loss at the top of the ticket could cost the party not only the upper chamber of Congress but the lower one too," reports Chris Cillizza for the Washington Post. He breaks down the numbers: http://go.politicoemail.com/?qs=44b423f9ff849d1582bc8f7ca2c9f772be9a173737e40aa100bc838ed0a344f7 ON SECOND THOUGHT... Lisa Murkowski, "won more than 70 percent of the vote, easily beating out three challengers to secure her spot on the November ballot. ...Murkowski hoped to leave little to chance: raising millions of dollars, keeping a tireless schedule, running constant radio and television ads and hitting nearly every part of the state on her congressional-recess tour. The campaign comes after she lost her 2010 primary race to Republican Joe Miller, and won back her Senate seat with a write-in campaign." Marco Rubio is ahead in his re-election contest," reports Marc Caputo. Rubio leads Democratic challenger Rep. Patrick Murphy 48 percent to 43 percent. Kaine ticked off a list of Trump controversies that got the crowd fired up, including the GOP nominee's recent spat with the Khan family and his comments last year saying Sen. John McCain wasn't a war hero. "Could you be more thick-headed, insensible and ignorant than that?" Kaine asked about the McCain comments, bringing the crowd to their feet. "Anybody who says the American military is a disaster is unfit to be commander in chief."
