Not shocked by that. There were a number of people whose votes didn't
count in the Presidential Primary of 2008, my husband's being one of them.
Dept of Elections said they had no record of him voting. Since I went with
him to vote, I know he did.

The main problem with Delaware is that there's no paper trail from the
voting machines. If there is ever a recount, the machine counts stay the
same since there's nothing to compare them against, and the only votes that
can change are those cast by absentee ballot, which submitted via paper
form are read by optical scan machines.
