06/24/2016 07:59 AM EDT By Heather Caygle (hcaygle@politico.com or @heatherscope) GOP MODERATES ROLL OUT GUN CONTROL BILL- A bipartisan group of House members will gather in front of the Capitol later this morning to roll out their companion bill to Sen. Susan Collins' gun control proposal. The move comes as her plan remains in limbo across the Capitol. GOP Reps. Carlos Curbelo, Bob Dold and Scott Rigell along with Democratic Rep. Seth Moulton will introduce the companion measure, which would allow DOJ to bar people on two federal terrorist lists from buying guns. The bipartisan push in the House comes as gun control remains up in the air on Capitol Hill. House Democrats ended their historic chamber sit-in Thursday claiming to have changed the public debate but without winning any vote concessions from GOP leaders. And Senate supporters didn't get the showing of support they needed in a test vote Thursday. Leaving the Senate chamber Thursday afternoon, Collins said she's "uncertain" what happens next but hopeful about action in the House. "To have a companion bill in the House is also a very good sign of progress," Collins said, adding that she was "delighted" when Curbelo reached out to her about introducing the plan in the lower chamber. Other cosponsors of the House bill include GOP Rep. Peter King and Democratic Reps. Mike Thompson, Tulsi Gabbard, Robin Kelly and John Carney. Collins said she's also heard from Rep. Charlie Dent on the bill but he's not (yet) listed as a cosponsor. What's next for gun control in the Senate? Likely not much. Seung Min: "A test vote on a bipartisan gun control compromise from Sen. Susan Collins (R-Maine) showed on Thursday that it would fall short of the 60 supporters needed to advance legislation in the Senate - a signal that GOP leaders will not likely revive the measure anytime soon." http://go.politicoemail.com/?qs=e38af4b60abcd39abd99a339e7b6ba5d952399437b53a7fcc1320a807586e2fa The Daily Graham: "The only way this movie ends is for people to calm down, go home, chill out and get beat up a little bit," said Sen. Lindsey Graham, a backer of Collins' plan, after the vote Thursday. "Then we'll come back and we'll realize we've got to do something about this." SPEAKER RYAN ON BREXIT-- House Speaker Paul Ryan this morning after stunning news that the UK decided to leave the EU: "I respect the decision made by the people of the United Kingdom. The UK is an indispensable ally of the United States, and that special relationship is unaffected by this vote," he said in a statement. BERNIE BACKS HILLARY-- Sen. Bernie Sanders said this morning on MSNBC he was planning to vote for Hillary Clinton in November. "Yes," he said when asked directly about voting for Clinton. "The issue right here is I'm going to do everything I can to defeat Donald Trump...My job right now is to fight for the strongest possible platform in the Democratic convention." Watch it: http://go.politicoemail.com/?qs=e38af4b60abcd39a5cd61a31896d8acdac9716bf28ae1444c74c7590c39e5173 GUERRILLA WARFARE ON GUN CONTROL-House Democrats may have ended their historic daylong occupation of the House chamber Thursday but they're sending a warning to Republicans: It ain't over yet. "When we come back here on July 5, we're going to continue to push, continue to pull, to stand up and, if necessary, to sit down," Rep. John Lewis said to a crowd of cheering supporters outside the Capitol. http://go.politicoemail.com/?qs=e38af4b60abcd39ac09c6024384489937350612f3ffcb6f07a3446521bacf803 But what does that major escalation in minority battle tactics mean for the future? Rachael with the story: "The escalation of confrontation on the House floor is a risky gamble though. Privately, a number of more senior Democrats worry what this might mean for them if and when they seize back the House. They remember what it was like to be in the majority, and they fear Republicans someday could turn the tables and use the shut-down-the-House ploy against them - just as they did to Speaker Paul Ryan Wednesday." Ryan chimes in: "I do worry about the precedent here," he told reporters Thursday. "I have an obligation as speaker of the House to protect this institution. We are the oldest democracy in the world... And so when we see our democracy descend in this way, it is not a good sign." And when you've lost the raucous House Freedom Caucus... "Rep. Mark Meadows said they were unacceptable and didn't believe his group of fellow conservatives would start echoing the Democratic strategy. 'I don't ever see this type of demonstration ever being used by the House Freedom Caucus,' he told POLITICO." Lots of goodies in this story: http://go.politicoemail.com/?qs=b18021c3125a5cdf05c5ac43dcad8aa4bbd22febec782c1f6af98c4568ae907f SEE YOU IN NOVEMBER-- Edward-Isaac Dovere and Seung Min on what Thursday's Supreme Court ruling on immigration could mean for the election: "Four months into Republicans' plan to block President Barack Obama's Supreme Court pick because it's an election year, he finally agreed with them - on one point, at least." "It is indeed an election year, Obama said, and now they're going to have spend the four and a half months between Thursday's Supreme Court decision ending his immigration executive action and the election dealing with what that means. Obama and Democrats are hoping the answer is new energy behind some of their favorite attacks on Donald Trump and Senate Republicans." Good morning and thanks for reading POLITICO's Huddle, your play-by-play guide to all things Capitol Hill, where we've never been more glad it's Friday. The House will be in a pro forma session at 9 a.m. AROUND THE HILL- House Speaker Paul Ryan and Ways and Means Chairman Kevin Brady will roll out the sixth piece of the GOP's agenda, this one on tax changes, in the Rayburn Room at 10 a.m. Reps. Carlos Curbelo, Seth Moulton, Bob Dold and Scott Rigell will introduce a House version of Sen. Susan Collins' gun control plan at 11 a.m. in the House triangle. SENATE TURNS TO ZIKA NEXT WEEK- Next week the Senate will vote on the Zika funding packing the House narrowly approved in the middle of the night earlier this week during the Democrats' sit-in. But don't expect the bill, which Democrats have decried as partisan, to go anywhere. Morning Consult: "Senate Democrats say they will not support the current version of the bill. That means it could be mid-July before lawmakers fund a federal response to the mosquito-borne virus." http://go.politicoemail.com/?qs=b18021c3125a5cdf20bb062d52933fc720c904a3f82e1f3132df46469a8606b2 Reuters: Obama threatens to veto Zika bill http://go.politicoemail.com/?qs=b18021c3125a5cdf3cbd5fc8c45673bdcb38a9a5d0a51e7995d2732e139647f9 ** A message from Americans for Responsible Solutions, Gabby Giffords, and leaders united against hatred and gun violence: We are coming together as one voice to condemn the violence and hatred that reared its hideous head in Orlando. We call on the powerful advocates who have known both the debilitation of hatred and the tragedy of gun violence to join us. ** DEM CHALLENGER JUMPS IN MICA RACE - Florida Rep. John Mica, prolific Amtrak critic and creative prop user, will face off against a last-minute Democratic challenger in November: college professor and former Defense Department employee Stephanie Murphy. The Hill: http://go.politicoemail.com/?qs=b18021c3125a5cdfe71968b760e0dc1280c12fa132c0a4746df9b75e0b0a8edc YES WE KAINE- It's not just Clinton folks that think Sen. Tim Kaine would be a goop VP pick; apparently some Republicans agree. Steven Shepard this morning: "When Republican battleground state insiders were asked to choose the strongest running mate for Clinton, Kaine ranked first. ...The Virginia senator also rates high among Democratic insiders, with 29 percent saying this week they want Clinton to choose Kaine - twice as many as picked fellow Sen. Elizabeth Warren, the second-place vote-getter." http://go.politicoemail.com/?qs=b18021c3125a5cdfe6d9ff4d34447d9acb20c6ccff1a146281ad642deeb639e3 FATTAH OUT THE DOOR-Just a day after suggesting he planned to stay in Congress for several more months, Rep. Chaka Fattah abruptly resigned Thursday. Fattah had received pushback from House leaders who were stunned by his initial request to stay in office until early October, right before he's set to be sentenced on his federal corruption conviction. Looks like House Majority Leader Kevin McCarthy can file away that expulsion statement his office accidentally blasted out early Thursday. Roll Call's Bridget Bowman with the play by play: "Rep. Tom Rooney drove home the decisive run to give the Republicans an 8-7 win over the Democrats in a heart-stopping finish to the 55th Annual Roll Call Congressional Baseball Game on Thursday night. The Republicans had squandered a five-run lead in the sixth, but kept their cool at the plate and delivered two runs to win the game in their last at-bat in the seventh, ending the Democrats' seven game winning streak." Murphy can't catch a break: Rep. Patrick Murphy has had a tough week. And last night's game didn't help considering he was the pitcher on the mound when Rooney drove home the run. Also, this: "In the exciting final inning, Rep. Patrick Murphy of Florida stepped up to the mound to relieve Democratic ace Cedric Richmond of Louisiana. Murphy is challenging Sen. Marco Rubio, R-Fla., who is seeking re-election, and the GOP fans wasted no time in taunting Murphy with chants of 'MAR-CO RUB-IO!'" On Thursday, Senate Democrats called on Republicans to play with 8, not 9, players since they refuse to vote on Supreme Court nominee Merrick Garland. And last night the #WeNeedNine campaign was out in full force, handing out boxes of Cracker Jack with talking points attached and even rolling out a "Do your job" Snapchat filter for Nat's park. TWEET DU JOUR-- Jennifer Bendery (@jbendery): This surreal moment just happened: Me: "We're in an elevator with Morgan Freeman." MF: "Who are you?" "Jen." "Well I'm Morgan. So there." Sidenote: Freeman wasn't the only celebrity spotted on Capitol Hill Thursday. Tipsters said they also saw Cindy Crawford chatting it up with Sen. John Barrasso around the subways and Ken Griffey Jr. was floating around too. THE (BIG) APPLE OF DEMS' EYE- Could New York be the key to Democrats vying to take back control of the House? "Their party must pick up 30 seats to win control of the House, and to even come close, they need to sweep all or most of the competitive New York seats. The first hurdle in that process is Tuesday, when Empire State voters select their nominees in the state's congressional races." Simone Pathé: http://go.politicoemail.com/?qs=b18021c3125a5cdf63cb3e1fc26fa56a3962f73eec0bf5a321b040e3e0cadd69 MOVING ON OVER (TO THE HOUSE SIDE) - Today is Kristina Baum's last day as press secretary for the Senate Environment and Public Works Committee. Starting Monday, Kristina has a fresh gig as communications director for the House Science Committee. Bye bye, to API: After a five-year run on Capitol Hill, Senate Energy Committee communications director Michael Tadeo will be headed to the American Petroleum Institute. In addition to his job at Senate Energy, Tadeo also worked for Reps. John Fleming and Bill Johnson and the House Natural Resources Committee. THURSDAY'S TRIVIA WINNER - Kenny Harrill was the first to guess that John Tener was the former major league player Republicans had on their team when they lost to Democrats in the first congressional baseball game. TODAY'S TRIVIA - I'll take today's question, inspired by the Democratic members who slept in the Capitol this week, likely forgoing showers. What year were the secret Senate bathtubs uncovered and how many are still in the Capitol? The first person to correctly answer will get a mention in tomorrow's Huddle.
