06/23/2016 08:14 AM EDT By Heather Caygle (hcaygle@politico.com or @heatherscope) With assistance from Burgess Everett SEE YA IN JULY, HOUSE-- After a whirlwind Wednesday that saw Democrats, led by Civil Rights icon Rep. John Lewis, seizing control of the House floor and refusing to leave until the GOP agreed to action on gun control, House Republican leaders, befuddled at what to do, adjourned the chamber until after July 4th, two days earlier than planned. Democratic leaders declared victory-despite the House GOP still refusing to bring up the gun bills Dems were demanding-and vowed to keep fighting. "When we push and we push and we push, there comes a moment when the door opens," Rep. Elijah Cummings said this morning on the House floor. "I want to thank my colleagues for what they've done...but we cannot end here." We give you the full rundown: http://go.politicoemail.com/?qs=4e2c6496fb5805b9a01ff68e6e65a13d670c805f2e21c1de14131b53c58758be 'We'll be back': Minority Whip Steny Hoyer shortly after the House adjourned: "We will be back. We will come back into session July 5. Republicans have left in the dead of night and with business unfinished," he said. It's not over yet: The House Democratic Whip team is set to meet this morning to talk about what's next. And both House Speaker Paul Ryan and House Minority Leader Nancy Pelosi are set to go on with their previously scheduled morning press conferences. Tune in: As of time of Huddle publication, Dems were still staging their sit-in on the House floor: http://go.politicoemail.com/?qs=4e2c6496fb5805b997aa405256d17cb7aa9900b48362b8f3e637e80b6e8c5a53 Surreal scene: No matter where you fall on the gun debate, the scene in the House chamber yesterday was surreal. Lewis, seated on the floor of the chamber, surrounded by colleagues, in a scene that recalled his Civil Rights battles of the 1960s. Democrats booing House Speaker Paul Ryan during a late night vote, shouting "Shame! Shame!" and then launching into a modified version of the Civil Rights anthem "We Shall Overcome." Lawmakers using their cell phones to livestream the day's events after the chamber's cameras were shut off. And their Senate colleagues showed up too, streaming in to show support and take selfies that were blasted out on twitter using the hashtag #NoBillNoBreak. Several Senate Dems even brought snacks, including Massachusetts Sen. Elizabeth Warren, who was armed with a handful of Dunkin' Donuts late in the evening. (Read more sights and sounds from Wednesday's sit-in down below) Behind the scenes: If you were wondering how Democrats' historic sit-in came to be, well it all started with a small, rowdy band of rank-and-filers who, frustrated by inaction on the heels of the Orlando massacre and other mass shootings, wanted to "do something disruptive." Rachael, Bres and yours truly take you backstage: http://go.politicoemail.com/?qs=4e2c6496fb5805b9dae060f659abbe408a3261409b9dcffb452161bba009f176 -Programming note: Tonight's Congressional Baseball game is still on, according to what Rep. Roger Williams told Fox's Chad Pergram. GOP RESPONSE: 'PUBLICITY STUNT'- Speaker Ryan dismissed Democrats' sit-in as "nothing more than a publicity stunt" and several other Republicans said granting Democrats' wishes would just condone their disruptive behavior. "We proceed through regular order. This isn't regular order. If you give into this once, then when does it stop?" Rep. Tom Cole told me. And Texas GOP Rep. Louie Gohmert even got into a shouting match with Democrats late into the night, lecturing them and saying the Orlando shooting was caused by "radical Islam." HOUSE PASSED ZIKA BEFORE LEAVING- The House, in the middle of all the overnight drama, managed to pass a conference report with funding to fight the Zika virus. Democrats decried the bill as partisan but House Republicans cheered the action. "We have plowed ahead to do what is needed to responsibly address the crisis. With that tangible accomplishment, we will be moving on to the previously scheduled district work period," Ryan spokeswoman AshLee Strong said in a late-night email, calling the Zika bill the "must-pass" item this week. ** A message from Americans for Responsible Solutions, Gabby Giffords, and leaders united against hatred and gun violence: We are coming together as one voice to condemn the violence and hatred that reared its hideous head in Orlando. We call on the powerful advocates who have known both the debilitation of hatred and the tragedy of gun violence to join us. ** COLLINS' COMPROMISE VOTE POSSIBLE TODAY-With Senate Democratic leadership backing Sen. Susan Collins' bipartisan gun control compromise, many lawmakers are wondering when Senate Majority Leader Mitch McConnell will make moves to schedule a vote on the plan. And it could happen as soon as today, but it might not be an outcome the plan's backers like (Sen. Harry Reid's deputy chief of staff had a string of tweets denouncing the idea last night: http://go.politicoemail.com/?qs=1fc2c8a9be83857794c74d252fc05ca441333fe64493f01b5485b5a6569b6e4c Seung Min with the (wonky) scoop: http://go.politicoemail.com/?qs=4e2c6496fb5805b98547a200ff9d7104b073a09ff8e7fe6056223a7c31655cf3 TAKE ON THURSDAY, June 23. Good morning and thanks for reading POLITICO's Huddle, your play-by-play guide to all things Capitol Hill. Your Huddle host is busy chugging coffee and hoping this dreary rain isn't a harbinger of the day to come on the Hill. TODAY IN CONGRESS- The House is out until July 5 but the Democrats sit-in was still going. The Senate gavels in at 9:30 a.m. with no votes currently scheduled. AROUND THE HILL- Rep. Marc Veasey and Voting Rights Caucus members hold a press conference at 10 a.m. in the 421 Cannon. House Speaker Paul Ryan will hold his weekly press briefing at 11:30 a.m. in HVC-114. Sens. Chuck Schumer, Sheldon Whitehouse, Tom Udall and Jeff Merkley hold a 12:30 p.m. press conference on their "We the People" agenda in S-325 in the Capitol. Reps. Paul Tonko, Jared Huffman and Sheila Jackson Lee hold a 1 p.m. press conference at TPP opposition in the House Triangle or 2456 Rayburn if it's raining. House Minority Leader Nancy Pelosi holds her weekly press conference at 2 p.m. in HVC-117. The Congressional Hispanic Caucus holds a 2 p.m. pen and pad (email Jasmine.Mora@mail.house.gov for room location). Sheryl Sandberg will be floating around the House side of the Capitol for various meetings, including with Speaker Ryan and a separate meeting with the New Democrat Coalition at noon. OFF THE HILL - Sens. David Perdue and Amy Klobuchar will participate in a Bloomberg Politics breakfast at 8:30 a.m. at 1101 K Street NW, Suite 500. Sen. Chris Coons will speak at the Council on Foreign Relations on the Iran nuclear deal starting at 12:30 p.m. The annual congressional baseball game gets underway tonight at Nats park with gates open at 5:30 p.m. IT'S GETTING A LIL' CROWDED IN HERE - With Marco Rubio officially running for reelection-he even skipped a Senate hearing to make his announcement-the roster of up-and-coming GOP Senators looking to make their mark is going to stay pretty full. And that could be a problem. Burgess explains: "Republicans insist it's a good problem to have: Big names translate to lots of attention on the Senate and its rising stars. But it can get messy, too: The Senate offers the perfect platform for ideological grandstanding and a single senator can shut the chamber down in an instant." Words of wisdom from Big Tex: "I still remember what Sen. McConnell told me when I got here: 'Welcome to the United States Senate, 100 significant egos and 200 sharp elbows.' So it's nothing new," said Senate Majority Whip John Cornyn. The story: http://go.politicoemail.com/?qs=4e2c6496fb5805b96a5ababe98b860d5135af9770d36fe92bea4da44f763eb09 And don't miss Rubio's interview with POLITICO, where he makes clear he's ready to run and not afraid to get scrappy. Marc Caputo and Burgess: http://go.politicoemail.com/?qs=4e2c6496fb5805b93957a0d9c02ea154b964db54ee1de3f9fe6e59d72628584d RUBIO OPPONENT IN HOT WATER- Rep. Patrick Murphy, who's vying for the Democratic nomination in the Florida Senate race, has a lot of explaining to do after a scathing CBS Miami investigation into Murphy's puffed up resume claims. "Murphy's rise is extraordinary because of how little he seems to have accomplished to get here. ...For instance, he has never worked a day in his life as a Certified Public Accountant. And he was never a small business owner." Read it: http://go.politicoemail.com/?qs=4e2c6496fb5805b993c9aff7dcd3123aaa0d483753cc5b85a5ccb523dcd4c2e0 VEEP WATCH-Virginia Democratic Sen. Tim Kaine has climbed to the top of Hillary Clinton's VP shortlist, Annie Karni and Gabriel Debenedetti report. Sen. Elizabeth Warren and HUD Secretary Julian Castro are still being considered, but "they have serious drawbacks that make them less appealing for Clinton than the Spanish-speaking, Terry McAuliffe-endorsed, former missionary and swing state governor, who was a finalist in Barack Obama's vice presidential vetting process eight years ago." http://go.politicoemail.com/?qs=4e2c6496fb5805b930214b5e6263eaf2d6baff71ca518dfc16aea93e291f5ce1 SHOULD HE STAY OR SHOULD HE GO? Rep. Chaka Fattah, on the heels of his federal corruption conviction, wanted to resign Oct. 3, the day before he's scheduled to be sentenced. But House Republicans say that's not nearly soon enough. Now Fattah is saying he'll leave earlier if needed, reports Bres. More: "Fattah's initial stated desire to remain in Congress for months after he was found guilty on multiple counts of corruption stunned senior lawmakers in both parties, some of whom threatened to expel him. Speaker Paul Ryan called on Fattah to resign immediately." http://go.politicoemail.com/?qs=4e2c6496fb5805b98e960dd321565b3e84170f646e34b8ce96f0aefca98c8ca3 Oops! House Majority Leader Kevin McCarthy's office issued a late night statement on Fattah's expulsion, Bres tweeted. The problem? That hasn't happened, at least not yet. MORE FROM DEMS' SIT IN-- Social media saves the day: Democrats had to get crafty since the House cameras were switched off and Speaker Paul Ryan denied a request to turn them back on, relying on video streaming from the House floor to get their message out. Twitter also brought its A game, with a stream of feel-good posts straight from the House floor and plenty of snark from reporters watching the action in the gallery: - Sen. Barbara Mikulski @SenatorBarb: On the House floor, this is what #unity looks like. #NoBillNoBreak #NoMoreSilence @ChrisVanHollen @repdonnaedwards (See the picture: http://go.politicoemail.com/?qs=1fc2c8a9be838577796baeac770fd902e450717b12049b915ba5bb183e5eb7fa - Erik Wasson @elwasson: Schumer on House floor for sit in. I didn't know he could survive without camera-support Must read: "C-SPAN's viral video moment" by Hadas Gold: http://go.politicoemail.com/?qs=4e2c6496fb5805b971b6cb7e9ae6c7e091d012ee3c58ff4147b20323ff2c4b38 Senate snacks on point: Dozens of Democratic senators showed up throughout the day, armed with snacks to keep their House colleagues from getting hangry. Sen. Chuck Schumer sent soda and Chobani yogurt, Sen. Patty Murray threw in some craisins, Sen. Gary Peters sent pop tarts and Sen. Dick Durbin supplied the group with Milky Ways and animal crackers. Full snack list here: http://go.politicoemail.com/?qs=4e2c6496fb5805b9b46fa855054a09ced60e199ae418836333e62a1352f4a8fe REPORTING FOR DUTY: Michele Exner is coming aboard as Sen. Tim Scott's new press secretary. She comes over from Camp Lejeune in North Carolina, where she worked in marketing for the Marine Corps Special Operations Command. And the Bockorny Group is brining on Allen Jamerson, senior legislative clerk to the House Judiciary Committee and former advisor to then-House Majority Leader Eric Cantor. Jamerson starts with the consulting firm July 5. Exit lane: Jim Billimoria, communications director for the House Transportation Committee, is giving up the fame and glory of staffer life and moving out West. Billimoria will be headed to Seattle to work for Amazon as a PR manager for the company's customer delivery programs. Friday will be his last day with T&I and the new gig starts Aug. 11. Justin Harclerode will take over as the panel's communications director. WEDNESDAY'S TRIVIA WINNER - Logan Ferree was the first to email that the Detroit Pistons was the last Eastern Conference team to win the championship the same year a Republican was elected president in 2004. TODAY'S TRIVIA - Logan brings us today's very timely question: In honor of the Congressional Baseball Game, the headline of the first game in 1909 in the Cincinnati Enquirer read "Carnage is Something Awful When Those Big, Swatting Democrats Cut Loose. Republican Ball Team Ground Into Dust by the Unholy Score of Twenty-Six to Sixteen. Tariff Wrangle is Child's Play Compared to this Sanguinary Struggle." The outcome of the game is surprising given that the Republicans had on their team what former major league pitcher and future president of the National League? The first person to correctly answer will get a mention in tomorrow's Huddle. We call on the powerful advocates who have known both the debilitation of hatred and the tragedy of gun violence - be it public violence or private, a mass shooting or a stray bullet, murder or suicide - to join with us in condemning the hatred and gun violence that threatens not only our families, but who we are as a country. We know that hatred directed toward a person for one reason today will be hatred directed toward someone else for a different reason tomorrow. So today, we come together to say ENOUGH, and to pledge to stand together.
