Dear R. Hunter,

I am pleased to share with you a special report I have written for the
Australian Strategic Policy Institute, "China's New Dream". This report
examines how developed and developing nations will cope with the fact
that China has become the world's second largest economy, just as its
unprecedented growth begins to slow.

China's new leadership is willing to let market forces play a more
"decisive" role in the economy, but it is also very keen to assert its
power both domestically and abroad. The confluence of these trends will
pose global challenges that could redefine foreign policy in this
century.

One particular issue I discuss is how Canberra might navigate these new
economic and political waters. I suggest that Australia might look to
the West, to India, as a strategic partner in Asia. I am traveling in
Australia and will be interested in the response the report receives
from both policymakers and investors.
